Someone might have his own computer, but at the place they work their might be 300 Desktop computers for each employee all those company computers might be treated as computers belonging to different individuals....... not to forget the popularity of stuff like smart Tvs and networked gaming devises... all those can be counted as "individual computing devices" that have acces to the internet so the possibility of duplication of internet users is there....but the data is still fair since they do the same for every country
