Number 2. Unless you are blind, it shows Kenya being on average BRIGHTER THAN TANZANIA. Because the most populated parts of Kenya are brightly lit. That is not the case for many of the populated parts of Tanzania.

Mipaka ya jiji la Nairobi ni midogo, Mtu anayeishi Machakos huko kwenu yeye siyo wa Nairobi lakini unakuta kila siku ana commute kuja CBD kwenye issues zake, sasa Distance ya CBD mpaka Machakos ni almost Km 15..
