Naive people still believe that 4k Ugandan containers could vanish without trace and no hue and cry from Kampala!?
This is an old trick of tax evasion schemes where containers are declared to be in transit to country XYZ yet they end up in the local market.

I didn't know that Mwanzi1 appointed himself Uganda's roving ambassador whom they don't need!
