JPM/Tanzania is very effective in his style of foreign diplomacy, Its even amaizing that Both TZ and KE Us embassies were bombed by Alqaida but yet as of today, Terrorism is still a problem in kenya while Its not even an after thought in Tz.People who criticizing JPM Diplomacy are laymen or know nothing about Diplomacy
Diplomacy is often misunderstood for manipulating, but its actually responding to a situation on the situation needs. Not focusing on what is important to some personal people's perceptions.

No, You missed my point. In 1997, Both Tz and KE were in the same boat interms of terrorism threat. I agree with you but Diplomacy goes with protocols the functional figures being PM, VP, minister or whoever could exercise and handle the particular situation fully in the way the presidents could not necessarily needed to be in person.- what u have said is true. However the amount of money Kenya recieves is more than tgat of Tz... e.g The total amount of money Kenya recieves from all US govt departments including those that are not aid agencies is double of what Tz gets
