KQ is not a "National" airline. It's 52% privately owned. There are Tanzanians owning more KQ shares than some Kenyans. You can't say the same about ATCL, can you?

GoK and Kenyan banks own or rather control 87% of KQ so its safe and correct to say it's a National Carrier.47% is not a majority voting stock. You are just a shareholder.
American Airline, for example, is not a National Carrier, it's privately owned. Air Cambodia is 40% owned by Cambodian Government, that is not a National carrier.
Qatar Airways is a National carrier, so is Ethiopian, Rwandair, Air China. The respective governments are majority owners. They have a majority in Equity.
