- Limited access to advanced technologies and infrastructure, such as sustainable fishing gear, renewable ocean energy systems, and waste management facilities, especially in developing countries.
- High upfront costs and barriers to entry for innovative blue economy technologies and industries.
- Inadequate investment in research and development to drive technological innovation in the blue economy.

3. Socio-economic disparities and inequalities:
- Unequal distribution of the benefits and costs of blue economy activities, often disadvantaging local and indigenous communities.
- Lack of inclusive stakeholder engagement and equitable access to resources, especially for marginalized groups.
- Challenges in transitioning traditional livelihoods, such as small-scale fishing, to more sustainable practices.

4. Environmental and ecological challenges:
- Ongoing degradation of marine ecosystems due to overfishing, pollution, climate change, and other human activities.
- Difficulty in balancing economic development with environmental conservation, especially in the face of competing priorities.
- Limited understanding of the complex dynamics and interconnectedness of marine ecosystems.

5. Data and knowledge gaps:
- Insufficient data and information on the state of ocean resources, ecosystem services, and the impacts of human activities.
- Lack of integrated, cross-sectoral data and knowledge sharing platforms to support evidence-based decision-making.
- Challenges in monitoring and evaluating the effectiveness of blue economy interventions.
