A senator wants to know if the government will help miraa farmers file a case in the UK in a bid to lift a ban imposed on the herb.

Meru Senator Kiraitu Murungi termed the UK ban on miraa illegal, saying there was no scientific proof that it was harmful.

Mr Murungi tabled a July 2011 report of the UK Home Office, which he said, cleared miraa of any harmful effects associated with narcotics.

Driven into poverty

"What is the government doing to protect the miraa farmers in Meru whose economy is on the verge of collapse and who are going to be driven into poverty?" posed Mr Murungi.

The senator added that the miraa farmers were planning to sue the British government over the ban, which has grossly affected their business and livelihood.

He said Kenya's laws were very clear that miraa was not a drug. "Narcotic Drugs and Psychotropic Substances Act is the law governing drugs. Miraa is not among those drugs," said Mr Murungi.

Mr Yusuf Haji said the government was aware of the threat posed by the ban, adding that the government will form a task force to investigate the matter. (READ:

In Summary

  • He repeated his earlier statement banning the National Agency for Campaign Against Alcohol and Drug Abuse (Nacada) from licensing bars in the county, saying it had been in the forefront in advocating for the miraa ban.

The Meru County leadership has petitioned the British High Commission to lobby against a miraa ban in the UK.

Meru Governor Peter Munya arrived at the commission with businesspeople and county representatives from Meru Thursday and were joined by Senator Kiraitu Murungi.

They briefed the media on the contents of a petition they were presenting to High Commissioner Christian Turner (right). The ban, they said, was not backed by research on the health effects of miraa on consumers.

Farmers and traders

Representatives of the Meru business community said miraa was the backbone of their economy, and the ban would affect farmers and traders.

Dr Turner promised to relay their views to the relevant authorities in the UK. He also said the decision was in no way targeted at Kenya only as a number of countries in the Horn of Africa and the Arabian Peninsula were affected.

Senator Murungi said they would be following the Bill closely once it is tabled in the British parliament and if need be, a delegation would be sent to the UK.

"We are ready to appeal against the decision in the UK courts," he said, adding that the export and use of miraa in that country is still legal until Parliament passed a Bill banning it.

Mr Munya said there was need to explore alternative markets to safeguard miraa exporters from reduced business.

He repeated his earlier statement banning the National Agency for Campaign Against Alcohol and Drug Abuse (Nacada) from licensing bars in the county, saying it had been in the forefront in advocating for the miraa ban.

Sanitary issues

The leaders said they are willing to address issues concerning packaging of miraa before export. "If there are any sanitary issues, we are ready to work in accordance with their standards," Mr Munyas said.

UK Home Secretary Theresa May said on July 3 that miraa would be classified as a class C drug under the Misuse of Drugs Act 1971.

This ban was informed by a serious risk of becoming a regional hub with evidence already suggesting that the UK is being used as a transit hub for onward illegal Miraa trafficking to the Netherlands where it was banned in January this year.

The Home office commissioned a research by the Advisory Council on the Misuse of Drugs where the evidence showed that khat (Miraa) has no direct causal link to adverse medical effects.
