I. VISION
Our Vision is to be a leading
African institution of higher
learning that fully recognizes and
actively professes the human
value and dignity of all society
members, including people with
disabilities, and whereby everyone
is able to learn and live in
harmony with God, fellow human
beings and all creation.
A new academic year has begun
at Sebastian Kolowa Memorial
University (SEKOMU)! It is the 7th
academic year since the
inauguration of the institution on
28th October 2007. A total of 513
new students have been
registered for this academic year
and more are arriving. In
Magamba, the undergraduate and
postgraduate programmes are
being conducted whereas the
non-degree programmes are
running at the SEKOMU Tanga
Centre. New staff members have
been recruited, Mr. Mickfanaka
Mwihomeke (Assistant Lecturer
BSc Ecotourism and Nature
Conservation), Ms. Julieth Julius
(Planning Officer trainee) and
Hamad Mmari (Library Assistant).
Thanks to the collaboration
between the German Academic
Exchange Service (DAAD) and
SEKOMU, Professor Dr. Ursula
Horsch and Dr. Sandra Schuetz
will be working with us during this
academic year, thereby
strengthening the Special
Education department. We also
expect to receive Dr. Jesus
Orozco who is going to work as a
research fellow at our University
under the department of Eco-
tourism and Nature Conservation.
Sebastian Kolowa Memorial
University (SEKOMU) is a higher
learning institution located in the
beautiful Usambara Mountains in
Lushoto district. In a village
known as Magamba, 8 km north of
Lushoto town, the North Eastern
Diocese of the Evangelical
Lutheran Church in Tanzania
opened what came to be the first
University in Tanga region. The
University was founded in the
year 2007, starting as Sebastian
Kolowa University College
(SEKUCo) of Tumaini University.
In October 2012, SEKUCo was
transformed into a full-fledged
University known as Sebastian
Kolowa Memorial University.
Named after Dr. Sebastian Kolowa,
the first African bishop of the
North Eastern Diocese who died in
1992, the University has over
1350 students. SEKOMU has a
total number of 110 academic and
non academic staff who are
committed towards serving the
students and shaping them into
well groomed professionals ready
to serve and empower people
stigmatized by various forms of
disabilities with the aim of
promoting inclusion in our
communities.
In Tanzania, as is the case in
many parts of the world, there are
people living under the yoke of
segregation and deprivation due
to various forms of physical,
sensory, intellectual, emotional,
social and economic disabilities.
As soon as resources are to be
allocated, they end up getting
residues, if counted at all. Those
who eventually succeed to get
their rights must be bold and take
up the fight.
SEKOMU was started with a
purpose: to train people who will
have the intellectual, practical,
emotional and spiritual readiness
of serving the society by starting
with those who are at the bottom
of the social pyramid. The aim is
to prepare teachers, educators,
administrators, lawyers, natural
resource managers, engineers,
health workers, entrepreneurs,
researchers and other
professionals who will, in carrying
out their duties, have an eye for
the unseen and an ear for the
silenced so that their lives may be
transformed. Thus SEKOMUs
motto is: Acquire Knowledge,
Serve with Compassion! Issues
related to the needs, rights and
abilities of people who have
disabilities are mainstreamed in
all the programmes of the
University.
Most of the students at SEKOMU
have no disabilities.
A few of them have mobility and
sensory challenges.
By living and working together,
the horizons are
broadened as each side discovers
the gifts and
potentials of the other.
II. FACULTIES
SEKOMU has Three (3) Main
Faculties
1. The Faculty of Education:
a) Bachelor of Education Special
Needs programme (BEd SN 3
years) with the following
specializations:
i. Speech and Language Disorders
ii. Hearing Impairments
iii. Cognitive Disabilities and
Autism Spectrum
iv. Visual Impairments
Teaching subjects offered under
this programme are:
Language courses: English and
Kiswahili
Social Science courses:
Economics, History, Political
Science & Public Administration
Natural Science courses: Physics,
Chemistry, Biology, Geography
and Mathematics
b) Master of Education in Special
Education (M.Ed.SPED 2 years):
SEKOMU is the first University in
Tanzania, and hitherto the only
one, to open a postgraduate
programme in the field of Special
Education. The programme started
in April this year with 26 students;
13 female and 13 male.
2. The Faculty of Law:
a) The Bachelor of Laws
programme (LL.B. - 3 years) was
first to be launched under this
Faculty in October 2008. The
programme was opened with the
aim of producing graduates who
would serve as judicial officers,
legal practitioners, in-house
lawyers or civil servants taking
into account the Universitys
emphasis on disadvantaged
society members.
b) In January 2012, SEKOMU
opened a centre in Tanga to
provide the city residents with an
opportunity to join evening
classes. Physical facilities
belonging to Kana congregation
where the first Bethel missionaries
arrived in 1890 were renovated
and are currently used to offer the
following programmes:
i) Diploma in Law (DLW - 2 years)
ii) Certificate in Law (CLW - 1
years)
3. The Faculty of Science:
The Faculty was opened in
October 2009 and has two Degree
programmes:
a) Bachelor of Science in Eco-
Tourism and Nature Conservation
programme (BSc ENC 3 years)
with the following specialisations:
i.Eco-Tourism
ii.Natural Resources Conservation
iii.Environmental Conservation
b) Bachelor of Science in Mental
Health and Rehabilitation (BSc
MHR):
The programme runs under the
Department of Mental Health and
Rehabilitation and is the first of its
kind to be opened in Tanzania.
The BSc MHR programme started
in January 2013 with 15 students.
For the academic year 2013/2014,
we have received 16 registered
students. The programme is
conducted in a modular system
comprising of eight 6-weeks
theory modules and four 5-weeks
field sessions covered within the
period of four blocks (academic
years). Currently, the programme
is offered to Clinical Officers and
Assistant Medical Officers.
As a step towards establishing the
Faculty of Business
Administration, SEKOMU hosts
Mzumbe Universitys MBA
programme at Tanga Centre since
October 2012. The following
programmes are also ready to be
offered:

III. MISSION
The Mission of SEKOMU is to
provide high quality university
level education that produces
graduates who can integrate the
needs, rights and potentials of
people with different abilities into
a holistic perspective of life and
creation in various fields of
expertise, building upon traditional
knowledge simultaneously as we
open creative ways for new and
constructive innovations.
This Mission is realised through
the activities of Teaching &
Learning, conducting Research
and engaging in Community
Outreach:
A. TEACHING & LEARNING:
1. Lectures
The lecture halls and seminar
rooms in Magamba can
accommodate a total of 3000
students. The capacity has
increased considerably with the
newly constructed building
containing a lecture theatre for
over 1000 students and 8 lecture/
seminar rooms. In Tanga, three
classrooms are hired with the
total capacity of 120. While most
lecturers are SEKOMU employees,
the University also uses part-time
professors and lecturers from
Universities in Tanzania and
overseas. Sign language
interpreters have been employed
to support deaf students during
classes.
2. Practical Training
At the end of the 1st and 2nd
academic years, all Education and
Science students carry our field
work in different parts of the
country. The diaconic institutions
at Irente, Lushoto, are also used.
Education students get practical
training from Irente Childrens
Home, Irente School for the Blind
and Irente Rainbow School for
pupils with mental disabilities and
autism whereas Science students
gain practical experience from
Irente Biodiversity Reserve.
3. Library and ICT
Two well-equipped computer
classrooms, a modern language
laboratory, a video-conferencing
system and wireless internet
connectivity have enabled
SEKOMU to keep pace with
technological development. A
special laboratory for electronic
learning is in use since October
2012, enhancing the quality of
learning by linking SEKOMU staff
and students with colleagues
elsewhere in Tanzania and abroad.
JAWS software has been installed
in some computers to enable
users with visual impairments to
access materials through internet.
SEKOMUs main library contains
over 28,000 books and 1000
journals. Thanks to fibre optic
cable installed three years ago,
books, journals and other
educational materials can be
accessed electronically from
various databases. A book-section
has been opened in Tanga for
programmes conducted there.
B. RESEARCH:
On-going research collaborations
include:
Child Communication
Development together with
Hannover University, Germany.
The project is sponsored by the
German Academic Exchange
Service (DAAD).
Sharing Environmental Information
for Rural Development together
with Sokoine University of
Agriculture (SUA) and Catholic
University Leuven (KUL), Belgium.
Water Pasteurisation by Solar
Technology together with
Rapperswill Institute of Solar
Technology, Switzerland.
Since 2009, SEKOMU has been a
Field Station for a plague
eradication project conducted by
SUA and KUL. An international
conference on Soil, Landuse and
Health was hosted by SEKOMU
from 28th August to 1st
September 2013.
Being located in Western
Usambara, a biodiversity hotspot
with a wide range of endemic
species and sub-species of plants
and animals, SEKOMU provides
access to a gold-mine of living
organisms that attracts
researchers and scientists from
different parts of the world!
C. COMMUNITY OUTREACH:
Two institutes are instrumental in
SEKOMUs provision of
community services. The Institute
for Diaconic Studies that has
around 50 volunteers, mostly
students, supports people in
nearby villages affected by long-
term illness, widows, and families
of people with disabilities. The
Institute also offers short courses
to community workers. The
Institute for Justice and Peace
offers civic education by training
leaders and ordinary civilians.
This institute spearheaded the
preparations of an international
consultation under the theme Land
Justice for Sustainable Peace in
Tanzania which was conducted
together with the Evangelical
Lutheran Church in Tanzania (see
www.landjustice.or.tz). The
conference took place in Dar es
Salaam from 9th to 12th
September 2013. Around 200
participants were gathered,
including academicians, lawyers,
government officials, religious
leaders, representatives from civil
societies and people who have
been displaced due to investment
activities.
IV. ACCOMMODATION AND
RECREATION
A total of 300 students are
accommodated in hostels with
rooms for 2 to 6 people, all of
which are self-contained.
Students who have disabilities,
female and first year students are
given priority. The furnished
hostels are spacious and user-
friendly to all. Within SEKOMU
premises, the North Eastern
Diocese has built a hostel which
can accommodate 40 students
and a second one is under
construction. Residents of
surrounding villages and Lushoto
town are housing the rest of
SEKOMU students. In general, the
infrastructure of SEKOMU has
been constructed in a manner that
enables everyone, including
students and staff with mobility
and visual challenges, to live and
work safely.
The Sebastian Kolowa Memorial
University has two modern
cafeterias. Each cafeteria has a
TV, thus making it possible for
students to follow news and other
programmes. Also, the University
has a dispensary with health
facilities offering services to
students, staff and community
around the University.
Safe and quality recreational
facilities are available. A healthy
lifestyle is promoted in an
environment that values,
embraces, and enriches individual
differences. Our University has
the most beautifully located sports
grounds in Tanga region. Football,
netball, basketball and volleyball
are among the sports keeping the
SEKOMU community members in
good physical condition while
providing opportunities for
interaction with local and regional
neighbours. The football field is
surrounded by a running track for
athletics. Indoor games include
table-tennis, darts, Braille-cards
and bao.
Students have taken the initiative
to form several forums and clubs
at SEKOMU. The Sign Language
club which has become a forum
for students and staff to learn
Tanzanian Sign Language is a vital
catalyst in promoting inclusion.
Another club named Mazingira ni
Uhai aims at preserving the
indigenous as well as exotic flora
and fauna that make Magamba
rainforest unique.
