A good number of police officers, especially those in the lowranks, have very low education standard and worse, they haveno legal and human rights literacy at all. Our random researchshows that the majority of the policemen and women are eitherex-form four or form six qualifiers, most of whom have a verylimited legal knowledge
Very unfortunate to the human rightsworld, they are responsible for direct contact with the suspectsand victims of police arrests and crackdowns before they aretaken to the high-raking police officers for prosecution in courtsof law. With this weakness, it is unlikely that such police men and
women apply human rights standards while executing the orders
