Residents want State to give back key land in Lapsset corridor​

With an oil pipeline, railway lines and international roads expected to pass through it, the Nyambene National Reserve in Meru is expected to reap big from the proposed Lamu Port-South Sudan-Ethiopia Transport (Lapsset) projects.

The prospects of huge economic gains in the Nyambene region comprising Tigania and Igembe has seen residents and leaders demand that the Nyambene National Reserve be de-gazetted and land adjudication done.

Former minister for State Marsden Madoka in Legal Notice No 86 of 2000 declared the area a reserve, but now the local community wants it to revert to the public.

Kubai Mamira, a resident of Lailuba, said the land, which was held in trust by the Nyambene County Council before it was declared a reserve, belonged to the community.

Mr Mamira said there was no “much wildlife” in Nyambene, and that since the community-owned the land, it had the right to be given title deeds for it.

“The land might be sold without the community being involved. The Lapsset project is going to be the economic game changer in the area... We need our land back,” said Mamira.

Mwenda Thiribi, a former commissioner with the Independent Electoral and Boundaries Commission and Meru Assembly Majority Leader Victor Kariithi said it was within the community’s rights to demand their land rights.


But Mr Thiribi said for the community to gain, the Meru County Government must first effect a change of user of Nyambene Reserve and involve the residents in the process.

“This land should be shared by the people of Nyambene. At the moment, it remains a national reserve. A change of user cannot be done without public participation. Residents will determine how they want it used,” he said.

Thiribi said if residents have their way and decide to have a share of the land, their plot numbers can be issued after mapping the area through the GPS system.

“The 640 square kilometre Nyambene Reserve is at the heart of Lapsset. With six international roads, a railway to Addis Ababa and Juba, an oil pipeline and other projects, this area will be one of the most developed in Kenya. We have the Meru, Borana and Turkana communities here, and all will be considered,” he said.

He said once adjudication and issuance of titles are done, landowners will be able to negotiate the market value of the land and get compensated.

In 2014, former Igembe North MP Joseph Eruaki presented a petition by residents in the National Assembly seeking to have the gazette notice issued by Major (Rtd) Madoka reversed and the land reverted to the community.

Mr Eruaki said the legal notice curved out 640.6 square kilometres of land to create Nyambene National Reserve and noted that there were six national parks all within a 50-kilometre radius that cater for conservancy in the area.

Eruaki said the gazettement of the national reserve was done without consulting the people at the grassroots whose livelihoods depended on the land for farming and grazing and that the area was also prime land for development of Isiolo Resort City and Lapsset. [Phares Mutembei]

 
The natural deep-sea port is part of the Sh2.5 trillion Lamu-South Sudan-Ethiopia Transport Corridor (LAPSSET) project launched on March 2, 2012 by the then Kenyan President Mwai Kibaki, late Ethiopian Prime Minister Meles Zenawi, and South Sudan's President Salva Kiir.

State plans 480km northern link road​

The government plans to build a 483 kilometre road between Isiolo and Lokichar, which will run alongside the planned crude oil pipeline.

The road will form part of the Lamu Port, South Sudan Ethiopia Transport (Lapsset) Corridor.

The link road that is expected to traverse the counties of Turkana, Samburu, Isiolo and parts of Meru will play a major part in opening up the northern region.

It will also increase the options that South Sudan and Ethiopia have by easing access to Lamu Port.

The Kenya National Highways Authority (KeNHA) said much of the work will entail upgrading of existing roads along the route and simplifying the construction works that need to be undertaken.

While this section of the Lappset corridor stretches between Isiolo and Lokichar, it is expected that the road will terminate in Juba, South Sudan, with another section terminating in Addis Ababa, through Isiolo and Moyale.

“The Isiolo-Lokichar road project forms part of the infrastructure component of the Lapsset Corridor,” said KeNHA in an Environmental and Social Impact Assessment lodged with the National Environmental Management Authority as it seeks approvals from Nema.

“The route for this (Isiolo-Lokichar) road section will mostly follow the existing road and hence it will pose minimal implementation challenges. However, there are sections of the road with deep escarpments, for example, towards Surgut Valley, where design challenges will be expected.”


It said the road will be built along the proposed crude oil pipeline.

KeNHA noted that the road entailed upgrading current road network so as to avoid major disruptions for trading centres.

From Isiolo, the road will pass through the towns of Lareta, Wamba, and Kisima. It will then head to Maralal and Baragoi Lokori, and finally to Lokichar. Of 48km, 282km will be newly designed road.

The details of the road come even as the government and the joint venture partners in the Project Oil Kenya plan to build the crude oil pipeline. The over 800km pipeline is expected to cost Sh100 billion. The corridor is expected to have a railway.

Nilishakuambia kuanzia Isiolo hadi kwa border ya Ethiopia (Moyale) hio ilikuwa paved na uzinduzi ulifanyika 2017. Wewe ndio ulikuwa huna habari. Sasa mimi ndio nilikujuza hilo. Halafu nikakueleza kuwa kutoka Lamu hadi Isiolo ndio kuna baadhi ya sehemu ambazo zina all weather road. One of the sections ambazo zilikuwa na all weather road ni 10 km kutoka Lamu port hadi Lamu-Garsen road. Hii Kilomita kumi ndio tunataka kulaunch soon kwa sababu iko 95% complete. Sina uhakika kama bado kumebaki sehemu ambazo bado zina all weather road maana sehemu nyingi naona kumejengwa lami. Kama bado kuna all weather road from Lamu to Ethiopia basi ni kilomita chache tu. Nitafanya hio research kisha nitakupa habari ni kilomita ngapi bado ni all weather road

Hii barabara ya Isiolo to Lokichar (Turkana) haipo na ni all weather road na inaelekea South Sudan. Kisha barabara kutoka Turkana hadi South Sudan inajengwa sasa hivi. Generally hii route ya kuelekea South Sudan haijajengwa lami sana kama ile route ya kuelekea Ethiopia. Fahamu kuwa kuna route mbili na route moja imejengwa lami kushinda nyingine
