Dar es Salaam. Civic United Front (CUF) chairman Prof Ibrahim Lipumba now wants the architects of the Tegeta escrow scam immediately arrested.

Prof Lipumba also said the accounts and properties of all those implicated in the Sh306 billion swindle should be seized by the State to lessen the loss incurred through the unprecedented rip-off.

The CUF chairman noted that the arrest of the owner of Pan Africa Power (PAP) Mr Harbinder Singh Sethi and Mr James Rugemalira who is a former IPTL shareholder would ensure they don't use their ill-gotten wealth to escape justice.

Mr Sethi and Mr Rugemalira are the key architects of the scandal whose magnitude it is likely to lead to a far-reaching government shake-up.

Freezing all the accounts from which Tegeta escrow account money was transferred, Prof Lipumba told a press conference at the party headquarters in Dar es Salaam, would go a long in recovering at least some of taxpayers' money.

"Mr Sethi and Mr Rugemalira should be arrested and charged with stealing Sh306 billion from poor Tanzanians through Tanesco," said Prof Lipumba. He warned the Prevention and Combating of Corruption Bureau (PCCB) not to repeat the past mistake it committed during the radar purchase scandal.

According to him, PCCB failed to arrest and prosecute Mr Sailesh Vithlani, the middleman who caused the government to pay Sh16 billion above the market value for the radar bought from British Aerospace Engineering (BAE Systems), before he fled the country.

"What I know is that Mr Sethi was born in Iringa, but I don't know where he is now. Nonetheless, PCCB shouldn't repeat the mistake it committed during the radar scandal. Sethi and Rugemalira should be arrested immediately and charged over their role in the Tegeta escrow scandal," said Prof Lipumba.

The CUF chairman also called for the resignation of Prime Minister Mizengo Pinda, Attorney General Judge (rtd) Frederick Werema, Energy and Minerals Minister Sospeter Muhongo and his permanent secretary Eliakim Maswi.

According to Prof Lipumba, the CAG report shows that the AG and the PS overruled queries raised by the Bank of Tanzania (BoT) governor Benno Ndulu on the legality of transferring Sh306 billion from Tegeta escrow account to the account of PAP at Stanbic Bank.

The CUF chairman said further that Mr Pinda and Prof Muhongo should resign or be sacked due to their insistence that the money in the Tegeta escrow account didn't comprise public funds. "Now that the CAG report confirms that the money in Tegeta escrow account belonged to Tanesco, the PM and the Energy minister should resign or get the sack for lying to Tanzanians," said Prof Lipumba.

Seeing that RITA CEO and officers were among the paid out fellas, i doubt this buddy was born in Iringa. I can speculate they are part of the payroll to keep this guy Tanzanian, so he can skirt around Brella regulations regarding foreign owned share quotas.

Someone needs to dig this hard.
