As the 2015 Tanzanian general election heat got higher and higher in Kasulu Town, Murubona Ward is the area I think Magufuli’s name mentioned the most comparing to others. The reason behind was Magufuli’s wonder boy Hon. Emmanuel Christopher Kisunzu who won unexpected in exceptional style to represent CCM for councilor seat against other political parties what people they say God’s choice, same applied to Hon. John Pombe Magufuli ongoing president. He defeated a lot of CCM opted members most of them businessmen who were in political system at the same time backed by top political and government officials here in town. When you say in the name of Magufuli, they ask you which Magufuli?They are two Magufuli! On 25 Oct 2015 he won the election becoming Murubona Ward Councilor (CCM)!
Now he is in trouble, yes in trouble! The New Sofya Market Project located at Murubona Ward is a head spinning issue. It is said that, former District Council Top Political and Government Officials illegally decided to either double allocating or triple allocating rooms for shops among themselves, leaving out big number of medium and small scale businessmen in a vain shadow. They are claiming he is their representative now a Market Board Chairperson they voted for, so want him to influence those officials to surrender some of their rooms to the majority. “Tulimchagua wenyewe, ahakikishe hao vigogo serikalini na matajiri wanaachia baadhi ya vibanda na sisi tupate.” One of Kasulu resident said.
I asked Mr Malick Kalinone the CCM Secretary, Umoja Branch at Murubona Ward whether understands this problem he said; "Yes I understand as far as it concerns, since 1990s up to 2012 people used to do their business at SOFYA MARKET in local ways. The infrastructure was very poor as the result the District Council decided innovate the market. The talks included government leaders, political leaders and all Kasulu District businessmen, at the end of the day the agreement favored those who since 1990s-2012 used to do their business at Sofya Market to be first priority in new allocations. But surprisingly many of them till today have got neither the rooms for shops nor the tables for agricultural product, despite you find a single famous businessman at Kasulu Central market, political or government officer owns illegally more than five rooms for shops"
I telephoned Magufuli’s Wonder Boy Hon. Kisunzu to learn from him. He told me there are a lot of people say the same story. “Yes they say that, but as for me I can’t remain silent for what they say, at the same time I can’t believe in what they say until I do prove”. He said here in town a lot are being talked, if you listen carefully you can hear for example, a government or political officer has a contract with District Council shows he built a room for Tsh 6,000,000/=. They say this is not true the real building cost was Tsh 1,800,000/=. “They say contract conditions include room rent will be deducted at the rate of Tshs 15,000/= per month from building cost Tshs 6,000,000/= regardless economic situation in the future. It means, according to the contract, businessman will pay 180,000/= tsh per annum for 33 years. This is what people they say, if is true it’s a crazy contract I opt out.” He added.
Speaking to one of Kasulu Town Council Officials (Not Named) agreed this problem exists “You know guy, what these government and political officials targeting is since the market has officially opened on 5th January 2016, they are going to hire rooms to those people in need for the amount between Tshs 70,000/= and 100,000/= per month equal to (tsh 840,000/= and tsh 1,200,000/=) per year earning profit more than one million shillings.”
I asked Hon. Emmanuel Christopher Kisunzu Magufuli’s wonder boy whether this issue keeps him in trouble, he answered; “Yes I’m in trouble! You know why? Because people believe some Government and political leaders own these rooms illegally so they need them to surrender. If it’s true or untrue no doubt all eyes on me waiting for positive result which is to get what they need that's why I’m in trouble with my people. We have a long way to go, my voters should understand not only the issue of rooms for shops but also smallest scale traders who deal with agricultural products and lake foods have the problem of Market tables. It is said they were registered and paid money the former council authority (District Council) to be allocated at the market but most of them missed chances for they were taken illegally by unknown favored people.”
It is said all of these New Sofya Market Contract processes were done during the past Kasulu District Council (2010 – 2015), then since July 2015 it was promoted to be Town Council. Hon. Kisunzu praised Kasulu people being very intelligence insisting will understand him, summoned them to calm down, buy time pray for him since he is not a final person with final say to solve these head spinning issues supposed to be reviewed for the interest of majority. He is in talks with political and government officials on how to solve these problems. “Kuna majipu mengi na hili la Soko la Sofya ni miongoni mwake, tumeanza kwa kuvunja bodi iliyokuwepo ikiongozwa na NCCR Mageuzi, inayosemekana ilivuruga mambo na inanuka rushwa tumeunda mpya kupisha uchunguzi” He added.

You just imagine central market shops rent is 20,000/= a room per month, if you come across to the contract with businessmen you find many mistakes, for example the contract shows when it starts but not shows when it ends. The District Council failed to build the market so agreed to contract with businessmen, the costs to be deducted to the building costs. Meanwhile you find in 1970s up to 1990s there were buildings owned by District council today are not belongs to.”
I Asked what measures is she going to take as a Town Council Executive Director, she told me has already wrote the letter to Kumsenga Ward Executive Officer dated 20th January 2016, with contents to alert all businessmen the contract is going to be reviewed to pay 50,000/= per month. About the contract of New Sofya Market Project, Mama Fatna said, "there are a lot of problems, contract is not my knowledge but will find them and make solutions since everything was done the past days during District Council. Since July 2015 Kasulu District council became Town Council my first time appointment. Looking at these contracts the council loses out huge income" She added.
Finally when Hon. Kisunzu asked about Mnarani Market located at Kumunyika Ward, which is supposed to shift to join New Sofya Market, he answered; “We are working on the issue I myself, Daniel Nsanzugwanko (MP), the Town Council Director in collaboration with Kumunyika Ward Councilor Mr. Seleman and Town Council Mayor Mr Mangu. I will take this as serious case to the next coming Council meetings for more discussion. Therefore once again I say my people have to buy time, my opinion is to see how to reshape Mnarani Market to be seen better than it looks for example providing water and sanitary services and shift some traders to Sofya especially those who deal with industrial products to give chance to those who deal with agricultural products waiting for the permanent solution”
Mnarani Market is overcrowded with poor infrastructure, food and other items being kept down (not on tables) for sales, sometime mix with mud, endangering cholera and diarrhea diseases epidemic during this rain season.
