I think there is more than one answer to your question. But I want you to prove that they are not brother and sister in law,

In other words, why is it not possible that the man's mother in law gave birth to a lady whose son married the woman walking the man? Prove if this isn't possible.

Mother in law to Msela/dume= Bibi Maringo
Sister-Do = mtoto wa Bibi Maringo
Kijeba = mtoto wa Sister-Do vile vile ni MUME wa binti/Kisura

Therefore Msela (Dume) kaoa kwenye familia ambayo Binti (Kisura) kaolewa, na hii inawafanya wawe brother and sister in laws.......prove that this scenario is wrong!!
