MPs question how govt will fund 22trl budget

Members of Parliament now wonder how the government will finance the 22 trillion-budget slated for the 2015/2016 financial year.
Debating the Prime Minister's Office budget estimates for the 2015/2016 financial year tabled in parliament this week, most legislators wondered where the funds would come from at a time when almost half of the current funds have not been disbursed.
Available data shows funds approved by the parliament for the 2014/15 financial year have not reached the intended projects, just a month before the end of the fiscal year.
About 80 per cent of the 2014/2015 development budget for the PMO – Regional Administration and Local Government Authorities has not reached the intended projects.
"What is the rationale of debating the 2015/2016 budget if what we approved last year has not been disbursed to the planned projects," asked Muhambwe MP, Felix Mkosamali (NCCR-Mageuzi).
Mpanda Town MP, Said Arfi (Chadema) shared similar sentiments, challenging the government to explain why it has not disbursed the budget funds as approved.
He cited a case of Katavi where the parliament approved over Sh2 billion for improving the road infrastructure from the Road Fund. However, only Sh600 million has been disbursed.
"Similarly, in Mpanda, we approved a total of Sh1.1 billion, but so far, only Sh231 million has been disbursed. We want the government to explain what happened," he said.
The chairman of a parliamentary committee on Regional Administration and Local Governments Hamisi Kigwangwalla noted that a total of Sh1.18 trillion was approved last year as development budget for the entire 2014/2015 financial year.
Out of the money, the PMO and its institutions were to receive a total of Sh431.658 billion while regional authorities were to get Sh65.599 billion as district, city and municipal councils were to get a total of Sh682.6 billion.
However, until March 31, just three months before the financial year winds up, PMSO and its institutions received just 54 per cent while the regional authorities received just 18 per cent of the budgeted development funds as just 23 per cent of the budgeted money did actually reach district, city and municipal councils.
He cited the renovation of Coast Region's Tumbi Referral Hospital as a vivid example of how poor disbursement of budget funds is affecting development projects.
A total of Sh1 billion was budgeted for the project out of the required Sh6 billion. However, until March 31, 2015, only Sh600 million had been disbursed.
He said his committee wants the government to focus on taxing corporate organizations rather than concentrating on small tax payers like boda boda riders, among others.
"Without a clear focus on expanding tax base, full implementation of the budget will remain a dream and the country will keep on crying for aid from donor countries" he said.
Msalala Member of Parliament, Ezekiel Maige (CCM) also noted that most of the promises made in the ending financial year, including budget allocation for various projects have not been fulfilled.
"It is quite surprising the government too ambitious in planning but reluctant on disbursement of funds for the projects," he argued.
The former minister argued that only 70 per cent of the budgeted money for other charges while only 30 per cent of the development budget was disbursed.
He said the reality on the ground is that only about 60 per cent of the budget was implemented, adding that there is need for openness on revenue collection and implementation of projects.
"It is likely that only Sh10 trillion of the budgeted Sh19 trillion was collected. Is it really possible that the remaining amount will be disbursed in the next two months?" he wondered.
In the water sector, only 36 of the nationwide projects were fulfilled, mainly due to lack of funds, according to minister for Water, Jumanne Maghembe.
Special Seats MP, Susan Kiwanga (Chadema) also wondered how the government would fund the 22 trillion budget at a time when the tax base remains the same. She said only 16 per cent of the entire amount budget for Morogoro Region was submitted.
Reacting to the allegations, deputy minister for Finance, Mwigulu Nchemba, said the government disburses funds as it gets them.
"Disbursing 100 per cent does not mean that the project is a success…if you do not implement your projects well, you may end up delaying further disbursements," he said.
