My first born 6yrs old diagnosed mental impaired

It's my please to share with you probably your advice would help me take the best approach to deal and help in development and growth of my kid who is 6years old today
I have been reluctant and to slow to send this kid to school, prior I did several consultation with pediatrician specialist and one of them diagnosed the kid with autism syndrome, when I make a followup and find some of many traits that autistic kid would develop is much different with my kid behavior ,I went to another specialist and told me the kid is fine and is non autistic despite abnormal brain impaired, he look to have very poor development in recognitions abilities, he has very poor speech, another problem he is facing is vision, his eyes are not in a proper angular direction, his eyeballs is like rotating and doesn't stand firmly like normal eye, he has very poor vision in the light especially sunlight give him difficult time to focus and actually blinks his eyes and can't see but in the area with slow light eg in the room he has very normal vision and look like he doesn't experience the same challenge as to compared with when he is in the direct sunlight positions
My point : I want to take this kid to school, a special area / school for kids with these kind of disabilities here in dar es salaam and actual I am very determined to find care station where the kid can stay in boarding when schooling!! I have tried to solve this with people who are close to me but still I can't get the best solution to deal with his situation, please help advice me what step can I take to find for him better place for social and education services, I believe jamii doctor is the better place where I can get the better advice
