The Principle of Mtawanya FDC Development College known as Halfan Mshana has so far been accused of embezzling Government funds for the Mtawanya Project For Capacity Building to the students.
He has prepared a letter which he, himself has signed to approve Tsh. 20, 350,000 Millions to be deposited in the eleven (11) to each of accounts of Ward Executives officers to be deposited Tsh. 1,800,000 Millions.
After the amount was deposited, he phoned the Ward executives officer each other and asked them to give the amount but each Ward Executive should have Tsh 200,000/ = then Tsh. 1,600,000 returned to the Principal of the College who is Halfan Mshana.
All these, being done at the College without the involvement of the College Board where since he moved to the College of Mtawanya FDC has never calling for Board Meeting. It's said a just of fear of incidents of theft of some of the College's equipment a behavior that previously did not exist.
This is a very serious sabotage that the people of Mtwara have been severely affected by these people coming from outside the Mtwara Region. Its truth that Mshana is very extravagant Principle he always traveling while calling his accountant to send him money without documenting.
Mshana has been a young man who greatly disrupts the efforts of Masasi Urban Godfrey Mwambe (MP) where Mshana is collaborating with the former Masasi Urban MP who is now the DC of Mbeya Urban Mr. Rashid Chuwachuwa.
This ChuwaChuwa is the one who is fighting to make sure Mshana becomes the principal of Masasi FDC college as part of making sure he fights to ensure his legislature remains safe and unfortunately he loses the seat.
He is currently very busy traveling to various places while telling some of his friends that he is TISS so he does a special job according to the instructions given to him by his superiors. (TISS)
He has been boasting that even the house he now lives at Masasi with his family is the House where it used to live DSO thus declaring himself to be TISS.
He has not been a resident of the College in the sense of fulfilling his responsibilities. He has been holding the office to Mr. Idrisa Mussa who is basically not a Teacher but just a Supply Officer.
Most of the time he becomes Masasi that he makes sure Godfrey Mwambe does not win to be member of Parliament again in 2025 and so he will make sure ChuwaChuwa returns to run for parliament.
He explains in front of a group of people at KIBO Pub that "ChuwaChuwa who is DC of Mbeya is a great friend of Mzee wa Ruangwa (PM) so he has insisted on making sure he returns as member of Parliament here in Masasi which is why I make sure the STEND FC Masasi Team participates every step and he sends his support though even the people do not know but it will be known in the future" He said this while the drinks were going on.
Leaving that aside let's go back to the MTAWANYA FDC case;
Mshana after moving to the College there found a good arrangement that was well established by Madam Sophia Mkopi who is now the Principal of Masasi FDC College.
After moving he decided to remove all leadership and order from the college there as well as expel all workers with employed part time staff from the college.
Among the young people who volunteered as English Teacher and Secretary and hired part time at the college of Mtawanya FDC was MWAJUMA MPOKWA who seduced and rejected him which led to misunderstandings and led to expulsion from the college.
Which is very clear when he removed the Secretary of the Office who at the sametime work as English teacher, Mshana decided to hired a girl from Tandahimba who has been in a romantic relationship with him (Mshana) from the past who is called REHEMA LUKUNDU graduated from college last year in the teaching profession.
The Mtawanya "FDC" College is going through a difficult time especially its Staff through the Disasters that make them to remember the Head of the College who has now transferred to Masasi FDC.
Another shocking report is that Mshana when he was transferred to Mtwara once went to Masasi FDC at night and knocked the bell to take the students out and whip and beat them an act which was shocking and no action was taken.
Mshana takes office transport to travel to Masasi while picking up unlicensed college students so that when he arrives in Masasi the students return with the Office Car. This is very dangerous for the Mtawanya FDC and our young people who have come to college for study.
Some of the people of Mtwara we know out there are some kind of people like Mshana who are wasting and embezzled Government money for running their lives while the Mtwara Region in Education we continue legging behind.
PCCB who continues to arrest and interrogate him should know that the media and the people affected by this are following up on some of the nephew's friends who are calling from abroad to pray for him not to be convicted of this heinous crime he has committed and there is ample evidence through his letterwhich he signed which he denies to have been forged.The PCCB should be aware that there is a DC outside the Mtwara Region who is making contact to ask the PCCB not to disclose this issue in order to prevent him from being humiliated.
PCCB should be aware that calls that contain sufficient information about his or her personal affairs while communicating with his or her colleagues may not be submitted to you. We have that information.
Also even his boastful information that he was posting on social media like on Whatsap and Facebook until now he has blocked so even if they are searched those Facebook information is not available.
Also then, he left on more than 7 groups of Whatsap. Just here I do, am not want to train you PCCB for your work but you know what to do! Yes! you will find out how much this one should be the Principal of the college or has just been the Mediocre Principle.

Capacity Building for Local Carpenters and Welders on how to use Metal and Aluminum Materials to make Furniture.
This project is sponsored by the World Bank who need to get Feedback for the Investment of these funds in the Government of Tanzania rulling by The Hon. President Samia Suluhu Hassan.
