Each matatu belongs to a SACCO, with their owners being shareholders in the SACCOs. This SACCOs are of varied categories eg. Investment SACCOS, Credit and Savings SACCOs etc. Share holders in the SACCOs make rules in addition to those of the Traffic and the Inspectorate Departments. This rules govern their trade and matters like their emloyees welfare. The Traffic Department of the police assigns them with routes to ply in together with other requirements governing how and where each SACCO plies their trade.
