Waziri Mkuu Kassim Majaliwa amewasimamisha kazi Mkaguzi Mkuu, Mkaguzi Msaidizi na baadhi ya Watendaji wa Wizara ya Fedha. Amefanya hivyo ili kupisha Uchunguzi wa tuhuma za matumizi mabaya ya Fedha za Umma

Ametoa agizo kwa Mkurugenzi wa TAKUKURU, ACP Salum Hamdun kufanya uchunguzi.

Tuhuma mojawapo inayokabili ni malipo ya Milioni 251 yaliyofanyika Machi 31, 2021 yakielezwa kuwa ni malipo maalum bila kutaja kazi
Majaliwa amezitaja tuhuma hizo kuwa ni malipo yaliyofanyika Machi 31, 2021 kupitia vocha 30 ya Sh251 milioni yakielezwa kuwa ni malipo maalum bila kutaja kazi maalum ni nini na nani aliifanya.

Amebainisha kuwa siku hiyo hiyo pia zililipwa Sh198.8 milioni kwa madai kuwa ni posho ya honoraria.

Mtendaji mkuu huyo wa Serikali amesema Aprili 8, 2021 watumishi 27 wa wizara hiyo walilipwa Sh44.5 milioni za posho ya kazi maalum ya wiki nne na Aprili 13, 2021 zililipwa Sh155.2 milioni kwa watumishi 68 ikiwa ni posho ya kazi maalum ya wiki tatu.

Pia Aprili 30, 2021 zililipwa Sh43.9 milioni kwa ajili ya kuandaa mpango wa kuhifadhi mazingira na siku hiyohiyo zililipwa Sh14.4 milioni kwa ajili ya siku ya wanawake.

Inaeleza kuwa fedha nyingine Sh43 milioni zililipwa siku hiyo na kufanya jumla ya malipo yaliyolipwa siku hiyo kuwa Sh101.8.

Taarifa hiyo inaeleza kuwa Meimosi, 2021 zililipwa Sh184.1 milioni na mchana wa siku hiyo zikalipwa Sh264 milioni zikiwa ni malipo ya kazi maalum.

"Sisi tulikuwa Mwanza tunasherehekea siku ya wafanyakazi duniani nyinyi hapa ndani mnalipana posho,” amesema Majaliwa.

Inabainisha kuwa Mei 3, 2021 zililipwa Sh146.5 milioni kwa watumishi 125 zikiwa ni malipo ya kuandaa mpango kazi wa manunuzi kazi ambayo ni sehemu ya majukumu yao ya kila siku na siku hiyohiyo zililipwa Sh171.2 milioni kwa ajili ya kuandaa nyaraka za Bunge.

Taarifa hiyo imemnukuu Majaliwa akisema Sh155 milioni zililipwa kwa baadhi ya watumishi zikiwa ni posho yakuandaa miongozo wakazi.

"Yaani hii kazi ya ukaguzi inalipwa kwenye maeneo manne, huu ni utaratibu wa wapi? Mnazidi kutupunguzia imani, na sijaongelea eneo la kuhamisha mafungu na utaratibu kuhamisha fedha kisha mnakwenda kuzichukua huko mlikozihamishia,” amesisitiza Majaliwa.

Amewataka watendaji wa wizara hiyo kujenga uaminifu kwa wanaokusanya mapato kwa kufanya kazi kwa uaminifu na kuwatahadharisha kuwa watakaoendekea kucheza na fedha za umma hatua kali zitachukuliwa dhidi yao huku akiwapongeza wafanyakazi wenye weledi.

Majaliwa has a very bad habit of disciplining sardines leaving the sharks swimming to safety. He protects those who set in motion of the "immoral character" of the organisation whether at Bandari and now at the heart of the ministry of finance...

How comes the Treasurer, Permanent secretary and the minister for finance are left off the hook beats logic and commonsense
 
Top principals at the ministry of finance are culpable of the theft because instead of the PM to discipline the sardines he should have dismissed the principals whose blunder they did not take ACTION first to stop the rot before it happened....... and because Mwigulu Nchemba and his Co did not act first to stop the theft we are now demanding the president to dismiss with immediate effect the minister for finance, the permanent Secretary and the treasurer. Anything less than this will be deemed condonation of heinous acts against the people of Tanzania [emoji1241]
 
It is curious to see Majaliwa whom we regard as most incompetent PM in our post independence history had targeted auditors and others who are not financial controllers...we are reminded that this is not his first error of judgment neither will it be the last one.

We keep wondering whether Majaliwa even understand how public finance works because auditor's role comes after not before controller has approved of the expenditures...and, it is the controllers who are vested with the onus to prioritize and apportion the funds but not the hapless auditors...auditors' role comes after funds have been approved to ensure financial procedures have been adhered. Auditors have no power to question the sobriety of spending policies and decisions because they are not financial controllers, period...so why cherrypicking the innocent? Why victimisation of the innocent who have no role as financial controllers? WHY Majaliwa? We deserve an explanation from nobody but you....we must emphasise...

Both the Treasurer and the permanent secretary are the controllers and if money is released without their knowledge that itself is the height of abdication of solemn duties qualifying for immediate dismissal..

The minister Mwigulu Nchemba whose appointment as the ministry of finance bellwether was excoriated by this column yet he was appointed MUST GO....his unforgivable sin is his failure to instil moral authority which his subordinates would have followed. If a cabinet minister is known for his immorality few in the ministry will be motivated to uphold morality. If Mwigulu is not fired clearly the message from the president will be accountability is no longer "collective" and juniors will shoulder most of the blame committed by the principals....

In this larceny, the buck stops with the Minister for finance one Mwigulu Nchemba and his two assistants who are permanent secretary and the treasurer.

Mwigulu Nchemba has set a bad example in the ministry by his immoral character catalysing for his juniors not to fear his wrath because he is an embodiment of immorality.

The other two deputies to Mwigulu Nchemba the permanent secretary and the treasurer are the ones who approve the ministry expenditures and if they have blindfolded their eyes and have plugged cotton in their ears to such serial theft and in such a short period it means they are incompetent and unless they are axed we should expect more of the same. There must be consequences to the top leadership when funds are stolen if we are to stand any chance of restoring sanity in supervision of public resources. Targeting the basement while protecting the summit sends a very bad message that at the apex there is no collective accountability...only juniors carry the can for their superiors.


This is the first test for SSH. Is she for the thieves or she is for us? If she protects Mwigulu Nchemba and his two assistants then we will know she is not for us but for the larceners. We will soon know if she can begin walking the talkie au it is all talking but no substantive action where it matters most at the Exchequer...
