Northern Tanzania to use Kenya's port of Mombasa

This is part of EACs plan. Northern Tanzania will now almost exclusively use the port of Mombasa for imports and exports, especially upon completion of the Taita-Taveta one stop border post and the super highway from Arusha to Holili. Is this good news for Tanzania? I can't tell!
