Tanzania needs to bring back leadership code introduced in 1967 with the proclamation of the Arusha Declaration, which barred the civil servants from engaging in private business.
Head of Commission, President Office Ethics Secretariat, (retired judge) Salome Kaganda made the remark during an exclusive interview with The Guardian.
We servants of people are well prepared with anything that emerges in the final draft, she said, adding that the declaration was the best document Tanzania has ever had.
He said if the new constitution final draft, handed over to Tanzania President Jakaya Kikwete and Zanzibar President Mohamed Shein last week is passed, public servants would be barred from engaging in business.
Any public servant accused of violating the code while in office will be suspended immediately, pending determination of the matter in accordance with the law.
The draft father shows that public servants shall not request or receive a loan or any profit in a way and manner that shall undermine the reputation of their office.
The draft further propose that any gifts received by a public servant during execution of his duties belong to the government
The public servant shall be required to surrender the gifts to the principal secretary stating type, value and reason for receiving them and the sources.
People interviewed randomly by The Guardian in Dar es Salaam praised retired Judge Joseph Warioba and his team for the draft.
Tanzanians should recall the country was mentioned as one of the most corrupt last year by Transparency international 2013 global barometer, said one of them, Kinondoni resident Julias Mrungi.
Like retired judge Kaganda, he said the only solution is to bring back the Arusha Declaration code of ethics for leaders. The declaration abolished 21 and replaced by Zanzibar Declaration.
He said the country was sinking, heading to unknown destination. So we need to rethink for our coming next generation if we want them to have better life in their days.
Mohame Hasan of Mburahati suburb congratulated President Kikwete and President Shein for receiving the final draft of the constitution and appealed to them to intensify the fight against corruption.
He challenged the governments silence about data from the Swiss Central Bank, showing money Tanzanians amounted to $5.41bilion in 2012 up from $3.6 billion the previous year.
