Exposing Nyanza MPs working against ODM Political Ideals and Strategy

In Kenya, multiparty democracy is at the core of governance. This is means that for democracy to thrive, the political parties within our borders must be viable, distinct and vibrant.

Consequently, anybody attempting to undermine the multiparty characteristic of the country is violating the constitution.

Within the opposition ranks, numerous members of parliament, a governor and some elected leaders have variously come out to express open defiance to party positions and challenging the authority of party organs and leadership. This is unacceptable in law and in political systems such as ours.

Some leaders from Nyanza are cavorting and cohorting with Jubilee government functionaries and are being financed to form their own political parties while they are still members of ODM.

These MP’s are notorious for lining up at the Governor’s office to receive their weekly sycophancy allowances while are afraid to cross the floor, relinquish their ODM positions and seek a fresh mandate on parties of their choice from the electorate. Through their open opposition to the ODM party policies, positions, interests and that of its leadership, the leaders are defrauding those who elected them on ODM tickets to the positions they currently enjoy. They are also in violation of the Political Parties Act and the Constitution.

At public rallies, these rebels are loud with insinuations, accusations and allegations against their own party. Often their charges are contradictory, inconsistent and illogical. What is interesting is that a formal party meetings such as the parliamentary group or national executive committee meetings, these rebels either boycott or talk very little.

Some of the MPs mentioned are:

1] Hon Dalmas Otieno Anyango – MP Rongo

After openly rebelling from ODM and going further to form a new political party to liberate Nyanza while also protecting the mother of all political battles in Nyanza against ODM, one would wonder why the elderly Dalmas Otieno Anyango is shy to come out and openly join Hon. Onyonka in calling for Raila Odinga to step aside and allow Nairobi Governor Evans Kidero to run for Presidency.

2] Nairobi Governor Evans Kidero

The fabulously wealthy first-time Governor has cut a niche for himself as an ardent defender of harambees, most of which he has been conducting in the Southern Naynza region of Kenya far from his Nairobi County. He is also the one Onyonka proposed to run for President of Kenya as Raila Odinga is forcibly retired. Kidero has opposed most ODM programs and mostly participated in those involving Jubilee’s President Kenyatta. Like others who run for offices in the aborted ODM elections, Kidero quit the race for Vice-Chairman of the party after it became apparent his state-sponsored aspirations would not bear fruit.

3] Hon Millie Mabona – MP, Mbita

The Mbita member of parliament is reported to be the ring leader of the rebel members of parliament with Kisumu Central MP Ken Obura deputizing her. Recently, Hon. Mabona crossed the redline when she shouted down the party leader and dared him in front of ODM NEC members and coalition partners. She is a proponent of the Kalausi and occasionally exchanges notes with Hon Otieno to strategize on the launch of the new political party. She has claimed she will run and be elected whether she is in ODM or outside it, and does not need the patronage of Raila Odinga who first nominated her to parliament. She asserts that the days of hanging onto Raila’s coat are over. Mabona is believed to have gained guts after being heavily funded and also being promised a key party position, likely to be secretary general, in the outfit being built for project Kidero’s presidential run in 2017.

4] Hon David Ochieng – MP Ugenya

Has been repeatedly warned by Siaya County ODM chairman Oloo Okanda for opposing ODM ideologies and propagating pro-Jubilee agenda. He is a no-show in all CORD rallies, including one which CORD principals held in his back yard in Ugunja.He has on numerous occasions publicly stated that Raila is finished, and Luos must now work with Uhuru Kenyatta.

5] Hon Silvance Osele Onyango – MP Kabondo Kasipul Consituency

A constant presence at fund raising rallies organized in Nyanza by Nairobi Governor Evans Kidero. Hon Osele is a rookie but extremely vocal legislator who has quickly played into the hands of Jubilee machinations, and is now firmly aligned to Kidero’s faction which most believe is Kalausi. Osele has been easily manipulated by frequent handouts from the Nairobi Governor.

6] Hon Ken Obura Mirenga – MP Kisumu Central

One of the key members of the group and the main rabble-rouser. Ever since he controversially won the ODM ticket and was eventually elected to parliament, Hon Obura has let his selfish and premature ambition cloud his ability for reasonable thinking. Hon Obura was rescued from certain jail time in Tanzania, when DP William Ruto bailed him out in Tanzania after he was arrested by law enforcement officers in possession of contraband substances. For this reason, the DP only needs to make a phone call for Hon Obura to dance to his tune. He was among the MPs who defied party leader in the campaign period preceded the contentious ODM elections that aborted at Kasarani. His candidature for the ODM Secretary General position was financed by Jubilee’s URP wing through the National Security Intelligence Service (NSIS).

7] Augustino Neto – MP Ndhiwa

Has has never been seen at any major Okoa Kenya event and was a glaring omission at Baba While You Were Away rally at Uhuru Park. His Okoa Kenya signature collection efforts are unknown, some say non-existent. He was first elected to parliament following the death of former minister Joshua Ojode. He has on two occasions publicly stated that Raila lost the last General elections and Luos must now move on.

8] Hon Manson Oyongo Nyamweya – MP South Mugirango

A political hireling of the wealthy Nyachae family, this former FORD-P legislator has his eyes locked on the Kisii Gubernatorial seat come 2017, and he believes the only way he can defeat the popular incumbent Governor James Ongwae is to align himself with the Nyachae’s through the acting patriarch, CIC Chairman Charles Nyachae. Ongwae is known to enjoy very close relations with CORD leader Raila Odinga.

9] George Ogalo Oner – MP Rangwe

A wheeler dealer with several land-related criminal cases pending in Court. He is a key Kidero ally and the main coordinator of his many harambees in the South Nyanza region. Hon Oner was recently allocated part of the controversial Karen land at the behest of Kidero. He has on numerous occasions publicly stated that the days of political rhetoric in Nyanza are long gone and Luos must now support a development conscious leader like Kidero.

10] Omondi Mulwan – MP Alego Usonga

He has never attended any CORD function since the last General elections, dismissing the opposition Coalition as an exercise in futility. He has also been gravitating towards the Nairobi Governor as alternative centre of political power. He is said to be close to Hon Raphael Tuju and was the first to applaud when Miguna Miguna joined up with Raphael Tuju to congratulate Uhuru Kenyatta when the latter was declared winner in the controversial presidential race. He has not made it a secret that he wants to co-operate with Jubilee government. He too attended Uhuru Kenyatta address of the special joint session of parliament and senate which CORD had resolved to boycott. His speech when he welcomed the first lady to Siaya recently was laced with attacks on CORD and its leadership, calling laying blame on opposition politics for failing to develop the poverty-ridden Nyanza region.

11] Hon Simon Nyaundi Ogari – MP Bomachoge Chache

When President Uhuru unprocedurally convened both houses of the national assembly and senate before purporting to hand-over power to Deputy President William Ruto, Hon Ogari defied the CORD resolution to boycott that special sitting of parliament and attended. Observers of the Abagusii political landscape have noted the MP increasingly gravitating towards Jubilee, and it was not long before he too would be drafted into the anti-Raila campaign driven by State House through Hon Dalmas Otieno and Nairobi Governor Evans Kidero.He was a key member of the Ababu. Namwamba faction during the aborted ODM elections.

12] Jared Kopiyo – MP Awendo

Being one elected on FORD-Kenya ticket, Hon Kopiyo has aligned himself firmly with the anti-ODM forces in the larger South Nyanza region. He has on many occasions attended public functions graced by Governors Kidero and Obado, Dalmas Otieno and Deputy President William Ruto.

13]Hon. Richard Onyonka – MP Nyaribari Chache

The ever broke Nyaribaribari Chache MP has now turned into the mouthpiece of the Kidero for Presidency bandwagon. Onyonka has in the past been used by Jubilee to spearhead numerous futile political initiatives, including the bid to withdraw Kenya from the ICC. Those in the know claim that Onyonka is in the financial red and now relies on weekly hand-outs from Governor Kidero for basic subsistence and to sustain his many concubines within the National Assembly. Onyonka also has several graft cases pending in court which the Jubilee government is using to blackmail him.

14] Hon. James Onyango Koyoo – MP for Muhoroni

The perennial contestant but first time MP is more of a businessman than politician. He is well-known to have had old ties with the Nairobi Governor since the days of his stint at the helm of. Mumias Sugar Company Limited where together with Lugari MP Ayub Savula, they were used by Kidero as commission-paid conduits in multi-billion shilling mega sugar deals. The MP is suspected to be one of the conspirators who betrayed the late Dr. Robert Ouko leading this his gruesome murder by government functionaries. Hon Koyoo has been a pro-establishment figure since the days of single-party dictatorship, flip flopping from one side of the political divide to another in pursuit of personal aggrandizement. He is one of the key players in the Kidero axis of ODM.

Other key places within Kidero’s ambit are ODM director in charge of ground logistics one Caesar Asiyo based at Orange House. The other is the perennial loser in the Gem parliamentary seat Elisha Odhiambo Akuba, now reduced to running money minting errands for Nairobi Governor Evans Kidero, and the self-styled Mwalimu Odoyo Owidi from Kasipul who Chairs an amorphous donor-funded organization known as the Luoland Dialogue Initiative chairman.

Party discipline is the cornerstone of modern democratic practice and the ODM National Executive Committee must crack the whip on these wayward politicians in conformity to the political parties act. Whipping is not limited to impositions of penalties and fines. It includes taking drastic action such as written warnings, suspensions or even expulsion from the Party through the due process.

GROUNDS FOR THE REMOVAL OF HON. MAGERER LANGAT AS ODM EXECUTIVE DIRECTOR

The position of ODM Executive Director (ED) is an onerous one. It is a serious job since it holds the nerve centre of the party and generally directs the daily operations of the party. However since the current office holder was appointed, he has exhibited extreme incompetence, championed schisms within the staff and party rank and engaged in acts of insubordination. The analysis herein below demonstrates as much;

1. Blatant insubordination; The ED has seized every single moment to undermine the authority and leadership of the party by adopting positions divergent to the official positions of the party. He for instance disparaged and chided the quest for national dialogue, rebuked the party leader's official reception rally terming it unnecessary and refused to attend all saba saba rallies including the rallies that took place in rift valley. He has openly campaigned for the replacement of the Party leader as presidential party candidate among members of the secretariat.

2. Flagrant falsification of the party delegates register. The ED conceived and authored the dubious party delegates list a head of the February 28th NDC. He blatantly replaced devout and bonafide party delegates who did not conform to his machinations. The NEC is aware that the only members of the secretariat who handled the delegates were ED himself and his personal secretary while ensuring that none of the Directors got involved in the exercise including the Director in charge of the exercise.

3. Failure to provide leadership at the secretariat; The ED has failed to spearhead party operations at the national secretariat. To date, he has not conceived the party strategic plan and the secretariat meetings are rare, irregular and poorly coordinated if and when they happen. A yawning disconnect exists among staff making it difficult to add value to responsibilities at the secretariat.

4. Breach of confidentiality; The ED as the sole custodian of secretariat strategic documentation and communication has the primary responsibility to ensure the party documents and communication remains a highly guarded secret. However, this has not been the case. Some of the secretariat policy documents have found their way either to the media or to our competitors thus compromising the capacity of the party to swiftly execute its strategies and policies as it further entrenches distrust among staff.

5. Incompetence and Complacence; The ED is yet to fulfill the Secretariat Retreat Resolutions which inter alia enjoined him to define and assign the staff to the existing departments. This has made it impossible to instruct the staff not to mention the anxiety they undergo. The lack of certainty in their employment makes them vulnerable to external manipulation with obvious devastating consequences. On many occasions, the ED reports to work on Tuesday and ends his week on Thursdays.

6. The ED's style of work does not sufficiently take into account the existence of directors and their respective departmental mandates. The secretariat officers get to know of his activities through the media. He does just about everything without seeking the input of the department in which his engagement falls.

7. The ED has perfected the art of creating divisions amongst the secretariat staff thus stifling team work and morale. He has just three individuals he works closely with: Ceaser Asiyo, Maseme Machuka and his personal secretary Mildred Were whose roles are increasingly more as informants than workmates. They dominate his assignments list especially on external missions, meetings and educative workshops while proposals from others are often shot down outside a consultative process. The factional approach influences his political relations outside of the office. He is hostile to those he perceives to be close associates of Party Leader Raila Odinga and castigates their association with the party leader calling them names.

8. There exists general lack of confidence in the ED in a large fraction of the ODM fraternity with many accusing him of stage managing coups in ODM branch leadership in apparent effort to strengthen what he considers his faction within the party.

9. The ED is inadequately in touch (not easy to find on phone). That limits his input on unanticipated occurrences that characterize politics. The situation is aggravated by his known three-day work schedule.

10. In total defiance of the current political environment, the ED has irredeemably failed to ensure effective analysis and monitoring of political developments in the country in order to appropriately advise the party.


Additionally, the ED has failed to actualize the goals set out in his job description as outlined hereunder;

i. To date he has failed to initiate or conceive the formulation of party policies and strategies geared towards helping the party to develop a robust legislative agenda to propel its ideology and endear itself to Kenyans.

ii. He has failed to establish collaborative links and relations with party formations both at the national and county levels.

iii. He has failed to revamp the party communications strategy to enhance its public standing and visibility.

iv. He has failed to establish strategic partnerships with other directors, branch officials and grassroots leaders to drive membership mobilization.

v. To date he has failed to shepherd the formulation and effective implementation of party standard operational procedures, tools and resources for effective and timely delivery of operational support to the party organs.

Comrade Buke Is Now A Mole Hunter

Comrade Robert Wafula Buke might have mellowed with time, but he is still the idealist he used to be. As a champion of student power at the University of Nairobi, Buke was the Karl Marx-quoting ideologue of his generation.

The fiery student leader of 27 years ago is still resident in the man. The wild boy in the man needed only a trigger to flame. A power vacuum in ODM triggered the resident ‘rebel' shortly before Buke announced his ‘promotion'.
Comrade Buke's leadership of the student organisation rose beyond hot showers in the halls of residence and meatballs at the central catering unit.

Buke had student welfare at the core of his fiery leadership of the Students' Organisation of Nairobi University. He was patriotic, often adding student voice to national issues. He was also abreast of global affairs during the dying days of the Cold War.

The Moi regime claimed Buke, a student of peasant extraction, was a confidant of then Libyan leader Colonel Muammar Gaddafi. The regime claimed Gaddafi, and then Cuban strongman Fidel Castro, were calling and talking directly to Buke, as a comrade. He was also thought to be buddy-buddy with the late President Thomas Sankara of Burkina Faso.

Some officials in the Moi regime claimed the gentle student from Bungoma was the editor of the revised edition of Gaddafi's Green Book. He was said to be engrossed in the politics of the Libyan Revolution.

Student Buke, fiery, inspired, agitated, focused and idealistic, was believed to be reading the ‘wrong books'. His ‘weird' ideas of justice in an unfair world were said to be inspired by reading too much into Frantz Fanon's The Wretched of The Earth, The Communist Manifesto of Marx and Engels, Revolutionary Pressures in Africa by Claude Ake, and Paulo Freire's Pedagogy of the Oppressed.

State moles often searched Buke's library to find out if he owned another ‘inciting' book – Underdevelopment in Kenya: The Political Economy of Neo-Colonialism by Colin Leys. They claimed they were merely protecting young people from bad ideas.

Buke was believed to be under the spell of revolutionary ideas and ideals dangerous to a peace-loving country under the God-fearing President Daniel Moi.

The system mystified the man who became an enigma in political activism, beyond his student life. The establishment, which had a figure to everyone's head, including professors, failed to get a price tag for Buke. Buke was never co-opted into the Kanu system, even when he could do with a job and money. He remained true to the call of duty, equity, democracy and justice.

Buke was always on the radar of the Special Branch, with spies assigned to trail him. They were infected with Bukephobia. The Moi regime hunted down, jailed and exiled Buke, as much as the fiery idealist haunted the Kanu establishment, then a single-party monolith, with no room for dissent.

The Vice Chancellor of the University of Nairobi at the time, Prof Philip Mbithi also had moles among students. But they could not trap Buke with their carrots.

State moles mingled with students, in the halls of residence and lecture halls, to keep the young radical in check. The experience with moles must have prepared Buke for his relentless battle with infiltrators and party rent-seekers. This is perhaps what ODM needs to keep away what Buke and his team refer to as "duplicitous characters, who treat party leader Raila Odinga as a cash-cow".

When Buke appointed himself the acting executive director at Orange House last week, he declared his agenda: He was filling a void. He knew power abhors emptiness. This nothingness had been created by the ejection of the former ODM executive director Magerer Lang'at. Buke suspended his employee-employer relationship with the ODM party chiefs, clad in the armour of a comrade before he announced his strategic promotion.

Buke's logic was potent: Since he was one of the deputy executive directors at Orange House, it was in order he fills the vacuum. No one had claimed the position, and no one had asked him to act in the office, but he had a duty to the party. He is the director of strategy at Orange House.

Buke had the support of colleagues, including director of membership recruitment, Rosemary Kariuki, the equally fiery and amiable daughter of the late JM Kariuki. The lady grew up knowing, in a very personal way, the cruelty of impunity. Agents of impunity assassinated JM in 1975, for speaking his mind to power.

Buke occupied the office for under 24 hours, when an acting director was officially appointed. The battle-hardened rabble rouser now enters the annals of history as the CEO who served the shortest time at the apex of a major political party.
