More than 1.27 million jobs have been created during the last three years, the Minister for Labour, Employment and Youth Development, Prof Juma Kapuya, said yesterday. The minister said the number of 1,271,923 jobs so far created was 27 per cent above the one million five-year target set by the Fourth Phase government, which came into office in December, 2005.
Prof Kapuya told a news conference that most of the jobs were created in the informal sector. He said 1,233,747 people or 97 per cent got employment in the informal sector, while 85,571 or 6.7 per cent were hired by the central government and 965 people or 0.1 per cent joined parastatal organisations during the period under review.
The minister, however, said 48,360 people who had formal employment in the private sector were laid off during the period. Prof Kapuya attributed the lay offs in the private sector to cost cutting and introduction of modern machinery and technology such as IT in their operations.
He said during the period, about 42.2bn/- popularly known as JK funds, were dished out as loans to entrepreneurs in two phases. He said in the first phase, 37.5bn/- was issued and 10.5bn/- was dished out in the second phase. The minister explained that 48,370 entrepreneurs benefited from the funds, out of them 13,823 were women. He said 600m/- went to entrepreneurs in Zanzibar and Pemba.
Some of well-to-do people got these funds contrary to the directives, but those were very few. Many of these funds went to the targeted groups, he said. On the performance of the National Social Security Funds (NSSF), Prof Kapuya said more than 590bn/- was collected from new 302,319 members and 21.7bn/- was paid to members as benefits offered by the Fund. The minister said 12 companies have been short-listed for a tender of the proposed Kigamboni Bridge construction project.
