Payment of costs in litigation

hallow, i beg for assistance in this according to the laws of Tanzania (refer the law), what is the position of Tanzanian laws where a respondent in civil case admits the case ex. the lower court lacked jurisdiction to determine the matter, can the court allow costs to the appellant? if yes which law?
