Tanzania Ports Authority Director General, Ephraim Mgawe and four other senior officials have been relieved of duties as recommended by a board committee formed to probe abuse of office charges.
Among others the managers were suspended over allegation of theft of oil and containers at the Dar es Salaam Port.

Addressing a press conference in Dar es Salaam yesterday, which was also attended by his deputy Dr Charles Tizeba and Tanzania Port Authority Board members, the Minister of Transport Dr Harrison Mwakyembe announced that also removed along with Mgawe were
his deputies Hamadi Koshuma and Julius Mfuko, the Dar es Salaam Port Manager Cassian Ngamilo and Capt. Tumaini Massaro who was the Oil Terminal Manager.

Dr Mwakyembe said after the investigations, the ports authority management board met as a disciplinary authority, summoned all the suspended managers to hear their defence.
“The Board found five TPA bosses guilty and decided to officially remove them from their positions,” he said.

The minister noted however that the Board also failed to establish beyond reasonable doubt allegations against two other senior officials who had also been suspended.

The minister said Eng. Emmanuel Mataro, Oil Terminal Engineer will resume work, while ordering that allegations against Capt. Joseph Gwakabale, Jetty Master be redrafted.
Mgawe was accused of failure to control excessive theft of public and authority’s property at the port.

“As the Director General he also failed to ensure the Tanzania International Containers Terminal Services –TICTs operated according to its contract,” he said.

The TPA top officials had abused their offices entering into contract without following set procedures and thus sabotaging the authority and taxpayers for their own interests.
He said gross inefficiency which was recently reported by the World Bank and the Danish International Development Agency (DANIDA) last year was a result of was a violations of set procedures.

Late last year, the minister formed a special probe committee chaired by the High Court Advocate Benard Mbakileki.

Other members of the committee included Eng Ramo Makani, Advocate Paul Wanga, Halima Mamuya, Public Accounts Auditor Said Sauko, Bernadino Mwijarubi and Economist Richard Kasesera.

Following the report and recommendations made by the committee in October last year, the minister suspended all board members of the authority and appointed new ones to pave a way for smooth investigations.

Mwakyembe said the newly appointed board formed a committee of the board to review the reports which ware released by the Controller and Auditor General (CAG) and that of Public Procurement Regulatory Authority (PPRA) with on TPA operations.

“After the board had gone through the two reports they recommended among other things drafting of charges against all employees alleged to have sabotaged the authority.
