By Todd Moss and Madeleine Gleave,of the Center for Global Development.

It endeavors to show the pro and cons of the Power Africa initiative, what are the challenges and what are the stats on the energy poverty in Africa. The nice thing about this article is that it also samples Tanzania as one of the six Power Africa countries. The initiative is a grand vision of America and the Obama Admin to be realized soon but what exactly are the prospects of this vision ....

1. Energy poverty is an endemic and crippling problem; nearly 600 million people in Africa live without access to any power, which also means no
access to safer and healthier electric cooking and heating, powered health centers and refrigerated medicines, light to study at night, or electricity to run a business. Here's the situation in the 6 countries chosen to be part of President Obama's Power Africa Initiative, home to nearly 1/3 of the continent's population:

2. Energy consumption in Africa is extremely low. Here's a comparison of average yearly electricity use for citizens in each Power Africa country versus the energy used by CGD fellow Todd Moss's fridge.

3. The International Energy Agency defines "modern energy access" as 500 kWh/year per urban household, or about 100kWh per person. (Rural households are defined at half this amount). How longdoes is take citizens in other parts of the world to burn through this much power?

4. What might be more reasonable estimates of how much power countries really need to satisfy the real demand at modern levels? Below we model unmet demand, using average consumption in Tunisia as a benchmark for a more modern energy level (or at least enough to power a TV and stove). Even with the 10 GW total generation goal for Power Africa, this leaves huge gaps.

5. To help meet demand, the US must rethink how it supports energy investment in developing economies. US policy has severely restricted investment in the very sources of power that Americans use most.

6. There are stark tradeoffs between this strict focus on renewables and increasing energy access. If OPIC had a $10 billion portfolio, we estimate it could help extend access to over 60 million more people by building more large-scale natural gas plants.

7. Reducing CO[SUB]2[/SUB] emissions is a critical goal, but it shouldn't be done on the backs of poor peopleliving in countries with the most need and the least emissions. Exempting Low-Emitting, Energy Poor (LEEP) countries from carbon restrictions and supporting them in affordable energy generation would help bring an end to energy poverty, in Africa and around the world.

Power Africa Will Build Capacity for Project Delivery and Energy Sector Reform
Building host-government capacity to develop, approve, finance and ultimately bring power projects on line is critical to the success of the initiative. To support this need, Power Africa will work with host governments to launch or further develop "delivery units" charged with driving progress on specific projects. These delivery units will help increase technical skills and accelerate energy sector regulatory, market structure and enabling environment reforms.
In Tanzania for example, Power Africa will support the "Big Results Now!" program, which is establishing new delivery units within government ministries. In Nigeria, Power Africa will provide staffing support, capacity building and technical assistance to an existing delivery unit. Establishment of a delivery unit in Ghana will be closely coordinated with the MCC's Compact slated for signature in 2014.

Well, just tell them we don't want a hidden(main) agenda in this one. Naamini kabisa kwamba hii pamoja na ile nyingine inayoitwa sijui "food security" haitatunyang'anya haki zetu za kimaamuzi juu ya sekta hizo ukizingatia nishati na chakula vyote vinagusa kitu kinaitwa "ardhi".Naamini kabisa bwana Obama alipokuja Dar alikuwa na nia njema na "literal meaning" pale aliposema "so,as part of our partnership for growth,we're working with countries like Tanzania and Ghana to make sure RULES and REGULATIONS are ENCOURAGING investment, not scaring it away".Naamini kabisa hakumaanisha "ku-harmonise" sheria na taratibu zetu ili kuupa nafasi "ukoloni mamboleo" kupitia makampuni yao makubwa kuteka njia zetu kuu za uchumi hata tukashindwa kujitawala tena na kuthibitisha ile methali iseyamayo "mwenye pesa ndio mtunga sheria".Sitaki kuamini kabisa, nasema sitaki jamani msinilazimishe niamini hivyo kwa sababu sitaki kuamini hivyo!

The REAL problem is the immense hording of money by the governments and corporations around the world. Gluttonous pigs are ruling these countries.

While their millions of citizens are suffering from preventable diseases caused by lack of education, water, sanitation, and food these Ruling Parasites are hoarding gold, building palaces, and buying Rolls Royces.

Any argument which points in any other direction is simply smoke and mirrors to prevent addressing the real issues.
