Hivi kwa nini nchi zinazoendelea mara nyingi katika wakati mmoja hukutwa zinajishughulisha na miradi sare sare, inayofadhiliwa kwa mikopo kutoka mfuko mmoja? Je, hii miradi kweli huwa inabuniwa na nchi zenyewe au huwa wanaletewa watekeleze ili taasisi zinazotoa mikopo zipate masoko? Sijaelewa kwa nini ukisoma maandiko ya miradi hii kuanzia inayotekelezwa Latin America and Caribbean (Chile, Columbia, Peru, Mexico, etc) kwenda India na Mpaka Afrika ujenzi wa hoja ni saresare isipokuwa tofauti ndogo tu ya substitution ya namba e.g GDP, ukubwa wa mahitaji (demand)! Na hata katika michoro utofauti upo kwenye topographical and geographical locations lakini yaliyobaki karibu kila kitu ni saresare?!

UNRA Entebbe Express Highway

THE government has reached an advanced stage in preparation of upgrading the 110km Dar es Salaam-Chalinze Expressway to a six-lane carriage way in an ambitious project aimed at easing traffic on the road leading to the central corridor.

The Deputy Minister for Works Mr Gerson Lwenge told the 'Daily News' in an interview this week that the Tanzania National Roads Agency (Tanroads) was on final stages in working on documents of companies that applied to do the job under public private partnership (PPP).

"The 110km Dar es Salaam- Chalinze has been a headache to transporters and has been a cause of unnecessary delays and accidents. But with the implementation of the project to expand the high into six lanes definitely, the cost of doing business will be cut down," he remarked.

Mr Lwenge added the process of evaluating and assessing contractors' capability in undertaking such a big project is to be carried carefully to ensure high quality road is built reflecting the value for money.

The Tanzania Bus Owners Association (TABOA) Treasurer, Mr Issa Nkya said the completion of the project will remove unnecessary chaos and losses to transporters that has been time to time been incurred.

He, however, called upon the government to find ways of accommodating cargo trucks because they were often the cause of accidents and congestions along the Dar es Salaam-Chalinze expressway.

According to Tanroads, the project works expected to take three years upon its completion from the date of commencement, entails construction of six lanes to expressway toll road standards with service roads on both sides and grade separated interchangeably.

Furthermore, the access will be fully controlled and height of embankment will be high enough to accommodate frequent underpasses and interchanges while maintaining good vertical profile.

The expressway is intended to be operated as toll road hence the works will include provision of toll collection facilities as well as various amenities and facilities to serve the users of the expressway.

Mkuu ZeMarcopolo nakubaliana na wewe kwa asilimia 100. Nimejaribu kutazama mbele miaka 10 ijayo nimeona hakutakuwa na kitu kinachoitwa "Public Good" wala "Public Service". Kila kitu mwananchi atakipata kwa kulipia. Isipokuwa kodi yake tu ndo itakuwa "Public Good" lakini haitaweza kumsaidia kupewa huduma yoyote!

Naona mbele Tanzania tutakuwa SHOPRITE ya namna hii: Barabara ya kulipia ambayo iko Tanzania lakini mmiliki wake kwa miaka 30 labda atakuwa ni Mfaransa, Bandari ya concession ya miaka 50 kwa Mchina, Reli yenye mkataba wa lease ya miaka 30 kwa Mhindi, Hospitali zenye concessions za miaka 25-30 kwa Waingereza, Mbuga za wanyama zinazoendeshwa na Waarabu kwa mkataba wa miaka 50, Shule za umma zitakazoendeshwa na Wamarekani kwa miaka 30, n.k

Hali ikiwa hivi na hawa wote kila wanachokusanya wanajilipa kwanza madeni na kulipa riba ya mikopo unadhani Serikali Kuu na Serikali za Mitaa zitajiendeshaje? Na je baada ya muda wa mikataba tunadhani tutakuwa na miundombinu au rasilimali za maana? Nina hakika kwa miradi hii tutakuwa na miundombinu yenye uzuri wa muda. Tutakuwa na bandari nzuri, barabara nzuri za magari yaendayo kasi, viwanja vya ndege vizuri, n.k Na pia ninahakika deni la Taifa litapaa mara dufu kiasi cha kufikia umufilisi kiuhasibu.

Ukisoma miradi hii Serikali inapigwa changa la macho kwa maelezo mazuri kwamba itakwepa kuongeza deni la Taifa kwa kuwa hii miradi inatumia "Off Balance Sheet Financing" Lakini wanasahau kwamba Serikali inaweka gurantee na kutoa credit enhancement instruments zinazoleta contingent liabilities. Mwisho wa siku mambo yakienda vibaya contingent liabilities zinaingia bila hodi kwenye deni la Taifa.
 
Mkuu, Hiyo inaweza kuwa ni disadvantage au advantage kutegemea na jinsi tutakavyokuwa strategic kama taifa. Mataifa mengi yaliyoendelea kwenye historia zao kuna stage fulani waliivuka kwa kunyonya au kudhurumu mataifa mengine ambayo yalikuwa dhaifu au less informed. We can do the same. Tunaweza kuwaita hawa wawekezaji kwa wingi sana, wakajenga vitu vingi visivyohamishika.

Halafu tukabuni mbinu ya kuwadhurumu. It sounds bad, lakini unfortunately thats how things are done. Uingereza isingedhurumu nusu ya dunia, isingekuwa pale ilipo. Marekani isingedhurumu na kupora haki za wahindi na watu weusi isingekuwa jinsi ilivyo etc. Mataifa ya kiafrika bado ni mataifa yalivo "NAIVE" kwa kuamini kuwa watu wema wanaoheshimu haki kama taifa.

Kwa mfano vinchi vidogovidogo kama Rwanda tulitakiwa tuwe tumeshavidhurumu sana, lakini sisi ndio kwanza tunavisaidia vijikwamue halafu later vinatusumbua!!!

This sounds so UGLY, lakini taifa jema haliwezi kuendelea, labda liwe favoured geographically which we are not...
 
Hizi ni sera zinazoasisiwa Washington hubebwa kama zilivyo na kupelekwa katika nchi zinazoendelea kwa ajiri ya utekelezaji.

Nafikiri tungeanza na PPP katika miradi midogo midogo ambayo ingeshirikisha wananchi moja kwa moja.
