President Uhuru Kenyatta is on Tuesday expected to name his 18-member Cabinet.

The public will vet the nominees alongside a
28-member Committee of Appointments that has been approved by Parliament.

This will be the first time in Kenya's history that the public will be given a direct say in the appointment of such high ranking public officials.

A list of Principal Secretaries, heads of parastatals and diplomats, chosen from a shortlist by the Public Service Commission, will also be vetted.

The president last week reduced the number of ministries from 44 to 18, in line with his pledge on a lean administration.

Uhuru cuts cabinet from 44 to 18 ministries

Nairobi, Kenya: President Uhuru Kenyatta on Thursday unveiled structure of his new Cabinet made of 18 ministries but the list did not include names of Cabinet Secretaries.

President Kenyatta officially released the list of ministries and state departments that will form the National Executive.
In the new structure, President Kenyatta collapsed the ministries from 44 to 18, a move aimed towards achieving a lean, efficient and effective executive branch of Government.

Under the Presidency, there will the Executive Office of the President and the Executive Office of the Deputy President with two ministries namely the Ministry of Interior and Coordination of National Government and Ministry of Devolution and Planning.

Other ministries under the new structure are Defence, Foreign Affairs and Education which will have the Department of Education and Department of Science and Technology.

The new structure also includes the ministries of The National Treasury, Health, Transport and Infrastructure which will have the Department of Transport Services and the Department of Infrastructure.

The ministries of Environment, Water and Natural Resource, Land, Housing and Urban Development Information, Communication and Technology (ICT) are also included in the new structure.

Other ministries are Sports, Culture and the Art, Labour, Social Security and Services, Energy and Petroleum.

Agriculture, Livestock and Fisheries are now in one ministry and will be under the Department of
Agriculture, Department of Livestock and Department of Fisheries

The remaining ministries are Industrialization and Enterprise Development, Commerce and Tourism and

The new structure of the Jubilee Government also contains the Office of the Attorney General and Department of Justice.

In the structure, the President has given special focus to the youth, gender, devolution, planning as well as national cohesion and integration which have all been brought under the Presidency

Nchi hii watawala hawaangalii nchi kama taifa litapata nini, bali wanaangalia na kujali ni nini wao na wapambe wao watapata na kufaidika. hivyo Baraza la Mawaziri lazima liwe kubwa si kwa kuangalia mahitaji ya taifa kulingana na rasilimali zilizopo.
Ndiyo sababu utaona Mawaziri hawachaguliwi kutokana na sifa zao na weredi wao bali ni vipi yuko karibu na mwenye madaraka ya kuchagua.
Ugonjwa huu utalisumbua sana taifa kwa muda mrefu hadi hapo wananchi watakapoamua.

President Uhuru Kenyatta and his Deputy William Ruto will be naming an 18-member Cabinet down from 44 portfolios which include two separate ministries under their two Executive offices.


With the country anxiously waiting for new list of Cabinet Secretaries, replacing ministers, Uhuru through a Presidential Press Service news dispatch gave a breakdown of his “lean and effective structure”.

In a departure from tradition, according to Kenyan Standard Newspaper, they also came up with American-like new offices henceforth to be referred to as State Departments, whose substantive heads will report to Cabinet Secretaries.
Calling the newly-structured Cabinet the “National Executive”, Uhuru explained that the Presidency would manifest itself in two “Executive Offices”, shared between himself and the Deputy President.

This is significant as it draws on the Constitution which enhanced the powers of the Deputy President over and above those of the previous Vice Presidents, even allowing the deputy to act as the substantive national chief executive should the office of President become vacant in unfortunate circumstances anytime before the holder completes his or her term.

The Uhuru administration will also have some State Departments, which would operate under the combined ministries as part of the National Executive.

The President and his deputy will have the Ministry of Interior and Coordination of National Government and the Ministry of Devolution and Planning.
It was not specified who between Uhuru and Deputy President William Ruto will take charge of the National and Devolved Governments.

From the order of placement in the statement it appears Uhuru will take charge of the National Government while Ruto will supervise Devolved units.
Gone are the two powerful portfolios of Internal Security and Provincial Administration, which would now probably fall in the Interior and Coordination of National Government ministry, and Ministry of Devolution and Planning respectively.
Alternatively, what was Internal Security could fall under the retained but expanded Ministry of Defence. This will however become clear when Uhuru finally releases the list bearing distribution of departments, parastatals, statutory bodies and public service organisations or institutions today.

This follows confidential information secured from a highly placed source that the mandate of each Ministry would follow on Friday.
 
Uhuru cuts cabinet from 44 to 18 ministries

Hapo kwa red tuwe careful, haku "cut cabinet" the new contitution mandates that there can only be a maximum of 22 and a minimum of 14 ministries.

He did not have a choice. the most we can give him is reducing by 4 from a max of 22. not 44.
