in simple terms
The work of the Navy is defending against external naval aggression.
the coast guard is a policing unit, against issues like illegal fishing, drug trafficking etc also dealing with issues of rescue and such..
Of course they will take action but the navy will not be doing so many patrols, that will be the work of the coast guard now.. they will be more frequent and specialized for that, same way you don't find the army on the city streets with tanks patrolling at night. It would be inefficient and expensive.So you want to tell me if kenya navy will not take action if they find illegal fishermen, drug traffickers etc. I dont think if this makes sense. This is wastage of taxpayer's money.
