  • Alliance to provide education at no fee from nursery if it wins March polls

Cord will provide free education from nursery school to university if it forms the next government, according to its leaders.

Cord presidential aspirant Raila Odinga, Vice-President Kalonzo Musyoka and Cabinet minister Moses Wetang'ula said in Machakos town on Sunday that free education was one of the main items that the coalition would embark on once it took over leadership.

"The current administration has tried to make education affordable, but we will go further than this by ensuring that it will be free up to university," Mr Wetang'ula who first brought up the issue, said.

Mr Odinga told a rally at Kenyatta stadium that his administration would also introduce a social safety programme from June which will ensure that people aged 65 years and above get monthly allowances from the State.

Water issue

He also listed roads in the region which his administration would repair as a priority.

"I, Kalonzo and Wetang'ula have been in government for long and we know where the loopholes are. We will seal them all and make sure that money goes where it is supposed to go."

The PM attributed underdevelopment in Ukambani to neglect by past regimes.

For the first time Mr Odinga, Mr Kalonzo and Mr Wetang'ula hit out at Water minister Charity Ngilu for claiming credit for water projects in the region.

The Independent Party (Tip) leader Kalembe Ndile was the first to bring up the Ngilu issue when he accused the minister of being obsessed with attacking Mr Kalonzo.

Mr Odinga said it was him who gave Mrs Ngilu her Cabinet portfolio to fulfil a promise he made to the region during the 2007 campaigns.

"So she should stop going round cheating people that she was the brain behind the projects; she should give credit where its due," the PM said.

The leaders pledged to take the battle with Mrs Ngilu to her doorstep by holding a rally in Kitui on Monday.

"Kitui has lacked proper leadership. These are leaders who are propagating hatred. We will weed them out and I believe our people running for senator and governor in Kitui will sort this out," the VP said.

In an apparent swipe at Jubilee leader Uhuru Kenyatta , Mr Odinga assured the electorate that the agreement and the bond they formed during negotiations were guided by true principles.

"Unlike guys who allowed the devil to mediate in their dealing with UDF presidential aspirant Musalia Mudavadi; ours was guided by God and true principles that cannot be bent," he said.

Mr Odinga said some Jubilee leaders could not pass the integrity test.

"How can you say kusema na kutenda (promise and take action) and then you go to your neighbour and snatch his property?" he asked amid laughter.

  • Raila said the coalition wanted residents to benefit from the mining of coal, limestone and iron ore deposits discovered in the county but which have not been exploited due to what he called local politics.
Prime Minister Raila Odinga on Monday promised Kitui residents that Cord alliance would fast-track the extraction of minerals in the county if it won the March 4 elections.

He said the coalition wanted residents to benefit from the mining of coal, limestone and iron ore deposits discovered in the county but which have not been exploited due to what he called local politics.

The PM told a rally in Mutomo that prospective mining companies were ready to start the work once Cord assumed office.

Create jobs

"The mining plants that will be put up when the extraction starts will create jobs and improve the economy," he said.

Mr Odinga who was on a three-day campaign tour of Ukambani, said the iron ore could be used for the construction of the proposed rail line network, which is under the Southern Corridor transport system.

He, however, faulted a local politician for frustrating mining companies that expressed interest in the exercise and assured residents that his government would remove such hurdles.

The premier announced that the alliance would open up the area by constructing the Kibwezi to Kitui road.

The Southern Corridor, whose network is expected to link the entire East African region, will traverse the region through Mwingi, Maua, Isiolo, Marsabit and to Ethiopia through Moyale.

Other projects the coalition leader promised include the construction of water pans and dams to harvest rain water for domestic use and irrigation.

Mr Odinga was accompanied by immediate former Kangundo MP Johnston Muthama and an aspirant for the Kitui gubernatorial seat, Dr Julius Malobe.

The Coalition for Reforms and Democracy Cord has unveiled its development agenda for lower eastern region.

Led by the coalition presidential candidate Raila Odinga, his running mate Kalonzo Musyoka and Ford Kenya party leader Moses Wetangula, the leaders pledged to transform the region's economy for the benefit of the locals and the country at large.

The teams combed through remote locations for votes before converging at Unoa grounds in Wote town where they unveiled their development plan, which they said will post a double digit economic growth annually.Mr Odinga's team held a series of rallies in Kikima while Mr Musyoka and Mr Wetangula popularised the Cord policies at Kasikeu in Emali town before regrouping in Wote town for the joint rally.

The leaders urged the electorate to vote wisely during the next polls to ensure that the leadership of the country was in the hands of credible people who passed the integrity test.

Mr Odinga said part of the development agenda the team wanted to prioritise was to resolve the persistent water scarcity in Ukambani, saying an elaborate programme would be rolled out contain the problem.

He hinted that Cord planned to construct more dams in arid areas to harvest rain water for domestic use and irrigation.

Mr Odinga restated his earlier pledge to ensure that natural resources in the region were exploited to enhance the living standard of the local community.

He said the coal, limestone and iron ore deposits in Ukambani could be extracted for industrial use to create more employment opportunities and income for the communities in the region.

Mr Odinga cautioned the locals that non reformists who rejected the Constitution at the referendum were now seeking leadership saying such leaders would derail its implementation.

"We can't trust them with such an important task and that is why we must ensure that we elect only those who believed in the document to fully realise the gains we have made," he said

Mr Musyoka thanked the people for warmly receiving Cord, which has campaigned in the region for the past three days.

He said it was time people in the region rejected being misused politically and support Cord, which will guarantee food security, poverty alleviation and equal development opportunities.

"Just relax. Cord will bring about a peaceful people-led democratic revolution that will guarantee true change for the better by uniting the nation and eliminate negative ethnicity," he said.

Speaking in Kibwezi earlier, Mr Musyoka said Cord would prioritise the improvement of infrastructure including tarmacking the Kibwezi – Kitui – Mwingi- Isiolo- Moyale road to link the region with other parts of the country and neighbouring nations.

"After the March 4 General Election, Kenya will never be the same again under the Cord regime, tribalism is to blame for the aftermath chaos of the 2007 polls," he said.

He cautioned the youth against falling prey to politicians out to misuse them.

While at Kasikeu in Emali, Wetangula said Cord alliance has a national outlook and support and was a team that could trusted to fully implement the Constitution.

Mr Wetangula said the Cord government "will guarantee justice for all and equal distribution of resources as well as implement the new Constitution to the letter".

"We have the responsibility to restore the country's honour as well as serve the needs of the common mwananchi," he said

Those present included Federal Party of Kenya leader Cyrus Jirongo, TIP TIP leader Kalembe Ndile, Education minister Mutula Kilonzo, Machakos County Governor candidate on Wiper ticket Dr Alfred Mutua and former MPs Johnston Muthama, Prof Philip Kaloki, David Musila among others.

Raila urges support for ODM poll winners

Prime Minister Raila Odinga has urged losers in the ODM nominations to support winners even as he told opponents to prepare for a major battle ahead of the March 4 General Election.

The Coalition for Reforms and Democracy (Cord) presidential candidate leader exuded confidence of the alliance's win in the polls.

Speaking at Wilson Airport on his way for a series of rallies in Makueni County Tuesday, Mr Odinga who was accompanied by Education minister Mutula Kilonzo and former MPs Johnstone Muthama and Philip Kaloki urged the electoral body to punish candidates bribing voters.

"We should reject those who want to buy leadership using bribery," Mr Odinga, who promised an issue based campaign said.

Mr Odinga denied that violence witnessed during the ODM nominations in three counties in Nyanza would hurt his presidential bid.

"The violence were isolated and unfortunate but we want to put it behind us and move forward," Mr Odinga said,

He accused the media of only focusing on Nyanza during the nominations yet there were also chaos in Central and Rift Valley.

"The challenges witnessed in the primaries were countrywide but the media showed bias to give advantage to some parties," Mr Odinga said.

The PM said ODM encountered challenges in three out of the 47 counties in the nominations and that three other counties in Nyanza were not affected.

The Cord flagbearer regretted the violence saying the disputes in Migori, Homa Bay and Kisumu counties had been resolved and that candidates for the areas were nominated through consensus that should please majority of supporters.

"We should now join hands and move forward. We are ready for the gigantic battle ahead. Now the game has started. Our competitors should be ready for tough battle. We are sure Cord will win come March 4," the PM said.

The PM said his support and that of Cord cuts across the country and that violence during the primaries would not eat into his support.

"My political base is not in Nyanza. I'm representing a constituency in Nairobi but my support is countrywide. I have support in Coast, North Eastern, Central, Rift Valley, Eastern and Western.

He said the fierce competition for the ODM ticket showed democracy is advancing in the country and that Kenyans want change.

He congratulated all those who sought the ODM ticket and winners and losers including from other parties for "helping shape our nation".

"The losers in Cord should now work closely with the winners to deliver victory on March 4. Those who lost should join hands in campaigning for our victory," the PM said.

Mr Odinga vouched for peaceful campaigns devoid of name calling.

"We urge for calm now that the primaries are over. Elections and nominations should never divide us or make us go to war. The polls should help strengthen our democracy. We urge for peace in the final round of the campaigns," the PM said.

He said candidates should focus on what is good for the country and mobilise votes on national and not tribal agenda.

Mr Odinga also called for an enabling environment for female candidates and the youth to campaign.

"As Cord we will continue to campaign peacefully. We will not attack personalities but address issues," he said.

He said Cord abandoned joint nominations for affiliate parties in cosmopolitan areas as had earlier been agreed to allow democracy and that competition among its candidates will be friendly.
