CORD leader Raila Odinga. Nairobi, Kenya: The Coalition for Reforms and Democracy ( CORD) will hold a meeting at a hotel in Arusha, Tanzania with governors and senators allied to the Opposition to heal the rifts between the two sides and forge unity for its "Okoa Kenya" referendum bid. This will be followed by a similar one for MCAs in the Opposition's strongholds as it begins a charm offensive to bolster support and fight off Jubilee's onslaught.

CORD Principals Raila Odinga, Kalonzo Musyoka and Moses Wetang'ula have convened the three-day retreat scheduled for September 13 to 15. All the 24 governors and 27 senators allied to CORD have been invited. The meeting will come days after CORD begins its nationwide rallies to popularise the referendum, set to commence next Tuesday in Mombasa. According to the invite seen by The Standard, the forum is set to discuss co-operation between governors and senators on the referendum quest. Wednesday, Mr Kalonzo declined to comment on the intended retreat saying it would be premature but Kisumu Senator Anyang' Nyong'o said they will release a programme of activities next week. See also: Drop referendum push, Narc leader Martha Karua told "What has been agreed upon in principle is that the retreat will be held on the weekend of 13th to 15th (September) but the executive management committee of the coalition will meet and agree on the agenda and logistics," said CORD secretariat head Norman Magaya. Mr Magaya said the broad agenda is to explore sustainable strategies of ensuring co-ordination of development and communication between senators and governors. Raila, who is championing a national referendum to, among others, increase allocations to counties from the current 15 per cent to 45 per cent and reform the Independent Electoral and Boundaries Commission is also intent on uniting the senators and governors who have clashed repeatedly over control of cash for county governments.

The relationship hit rock bottom after both houses of Parliament passed a law originating from the Senate that appeared to undermine the executive authority of governors over development funds for the counties. The matter is now in the High Court. Last week in Kisumu, youths disrupted a meeting of the newly created County Development Board convened by Nyong'o, while in Kisii, Governor James Ongwae and his deputy skipped a similar meeting convened by Senator Chris Obure and attended by all MPs in the county.
