Former Prime Minister Raila Odinga's aide Eliud Owalo has been summoned to the Criminal Investigations Department (CID) over allegations of a plot to destabilise the government.

Mr Owalo told the Nation he will honour the summons but raised fears the Jubilee government has hatched a plan to silence government critics.

"I am surprised about this. It is true I have been summoned to appear before the CID. I will do that today (Tuesday) at 4pm," he said.

Mr Owalo was the head of the Raila Odinga Presidential Secretariat in the run-up to the March 4 General Election.

He is still coordinating Mr Odinga's activities including organising his local and international events.

"I am deeply perturbed to have received a call from one Mr Cheruiyot this morning summoning me to CID headquarters to "clarify certain issues".I informed him that my lawyer, James James Orengo will get in touch with him to arrange an appropriate time for the same," he stated.

It is unclear what the CID are investigating but sources indicated that Mr Owalo would be questioned on certain intelligence informational made available to the police.

NAIROBI KENYA:Former Prime Minister Raila Odinga's aide Eliud Owalo has been summoned by police over allegations of a plot to destabilise the government.

Owalo said he will report to CID headquarters at 4 pm Tuesday with his lawyers to listen to the complaint that the officers claim they have on him.
Mr Owalo said he fears the Jubilee government has hatched a plan to silence government critics.

"My considered opinion is that this is yet another act of political intimidation aimed at silencing divergent political views, which in my considered opinion is unacceptable in the current political dispensation," said Owalo in a Facebook posting.

Officers from the Serious Crimes Unit headed by Mr John Kariuki are the ones who have "urgently" summoned him to appear before them.

Owalo said the allegations that he plans to destabilize the government came after he penned an opinion article, which was carried on page 34 of the Sunday Standard in, which he called for immediate dissolution of the IEBC.

When the reports emerged, he again posted a message on Facebook saying it was "cheap propaganda being peddled by the Government through the security and intelligence apparatus and their agents to divert the attention of Kenyans from the myriad challenges it is facing.

He said his lawyer James James Orengo will get in touch with him to arrange an appropriate time to go to the police.

Owalo was the head of the Raila Odinga Presidential Secretariat in the run-up to the March 4 General Election and is coordinating the former PM's activities including organising his local and international events.

Police said they want him to clarify some issues that had been raised with them in regard to his conduct.

Raila Odinga should now know that, Owalo is not the last among his aides to be humbled.

Prior to election 2013, William Ruto, Musalia Mudavadi, Najib Balala and Charity Ngilu were taken away from Raila team. Miguna Miguna ,Jebii Kilimo and the now the Nairobi County Women Rep followed suit.

The Coalition for Reforms and Democracy has accused the CID of targeting its leaders after former Prime Minister Raila Odinga's aide was summoned over an alleged plot to destabilise the government.

Eliud Owalo who headed Mr Odinga's presidential campaign in the run up to the March 4 polls was summoned by the CID on Tuesday for questioning.

Mr Owalo has been summoned again to appear before the CID on Monday through a letter from a Mr John Kariuki on behalf of the director of criminal investigations Ndegwa Muhoro.

On Thursday, Cord leaders Anyang Nyong'o, Johnstone Muthama, James Orengo, Ugunja MP James Wandayi and Migori women representative Dennitah Ghati among others dismissed the allegations accusing the Jubilee administration of taking Kenyans back to dark days of oppression.

"The Jubilee government is already destabilised. No one needs to destabilise it," Prof Nyong'o told journalists at Kenyatta International Conference Centre, Nairobi.

Decoy

In a statement, the Cord leaders said Mr Owalo was a decoy and that his pursuit is diversionary as "the real target are his bosses; the coalition principals Hon Raila Odinga, Hon Kalonzo Musyoka and Senator (Moses) Wetangula."

They said the allegations against Mr Owalo "are an insult to Kenyans as the source of this so called intelligence sources of information was a blog known as The Jackal News ran by known TNA operative who clearly is carrying out errands for the Jubilee Government".
"Kenyans are not fools. We urge the Jubilee Government to mind the business of Kenyans, to respect and uphold the Constitution of Kenya and to cease and desist from using untoward tactics by ways of withholding benefits for the principals, frustrating their smooth movement in and out of the country using our airports and making wild baseless allegations yet serious accusations. The country must not be divided further," the statement said.

Curtail individual liberties

Cord said it is concerned about the way individual liberties and freedoms were being rolled back and curtailed "not only for the lowly person but unbelievably even for principals and icons of democracy in Kenya".

"It is only two days ago the Deputy President William Ruto was quoted in the media calling for the possible arrest of the Prime Minister Rt. Hon. Raila Amolo Odinga because of serious issues he raised concerning IEBC (Independent Electoral and Boundaries Commission)," the statement said.

Saying the guilty are afraid, Prof Nyong'o said barely days after Mr Odinga chastised IEBC, Mr Owalo was accused of working to wreck Jubilee.

"It is instructive that Mr Owalo is not just another aide, but is in fact the individual that ran the Prime Minister's Campaign Secretariat. As such he would be privy to details of anomalies and short comings and malfunctions that led to a disputed election which was argued in the Supreme Court," Prof Nyong'o said.

The leaders said Mr Owalo was also being targeted because of an article he wrote on a local daily titled: Why the electoral commission must be disbanded."

Cord accused the CID are making unsubstantiated, comical, cheap yet treasonable charges against Mr Owalo.

Cord said the allegations against Mr Owalo include: That Mr Owalo is conducting secret meetings and organising youth around the country, in major towns and slums for purposes of fomenting an uprising or revolt against the Jubilee Government; That Mr Owalo is organising diplomats, foreign embassies, clergy and the civil society to rise up and oppose the Jubilee Government by causing disaffection; That all this Mr Owalo is doing to mimic an Egyptian style revolution or uprising also part of what was called the Arab spring; That Mr Owalo has received millions of shillings from foreign embassies through a Nairobi Law firm in the guise of proceeds of legal transaction but which will be used to further the above objectives. What nonsense! Raila's CORD illegally sponsored a non registered candidate (Kethi) to run for the Makueni Senate seat. The Supreme Court & the electoral body (IEBC) figured that out. Do you consider that as the government trying to silence political discourse?

Raila is a dinosaur that is way past his 'sell by' date. In a recent poll, most Kenyans want him out of politics or not run in the next elections. He's a divisive & undermining element sponsored by foreigners. I may be wrong, but by going by most Kenyan's sentiments, he'll never be president unless some foreign power orders a military intervention. He's a puppet.

MASAIBU ya msaidizi wa aliyekuwa Waziri Mkuu Raila Odinga yalizidi jana baada ya kubainika kuwa maafisa wawili wakuu wa usalama nchini wamemshtaki kwa kuwachafulia jina.

Huku ikonekana kwamba Mkuu wa ulinzi Jenerali Julius Karangi, na mkuu wa ujasusi nchini Michael Gichangi, walighadhabishwa na madai ya Bw Eliud Owalo, kuwa walihusika na mpango wa serikali kuingilia shughuli na matokeo ya Uchaguzi Mkuu wa Machi 4.

Wakati wa kampeni za uchaguzi wa urais, Bw Owalo alitoa taarifa na kudai ana ushahidi wawili hao walisimamia mikutano kadha iliyolenga kushawishi matokeo ya uchaguzi ambapo Uhuru Kenyatta ndiye alitangazwa mshindi.

Kwenye taarifa hiyo, alidai Jenerali Karangi alisimamia mkutano aina hiyo Februari 7, katika afisi yake iliyo makao makuu ya Idara ya Ulinzi.

Kwa upande wake, Bw Gichangi alidaiwa kuwa mmoja wa waliosimamia mikutano kadha katika maeneo tofauti, ikiwemo Hoteli ya Outspan, Nyeri, Disemba 15, na Pizza Garden, Nairobi, Disemba 20 mwaka jana, akiwa na lengo sawa na la Jenerali Karangi.

Kwenye barua tofauti zilizoonekana na Taifa Leo hapo Jumapili, mawakili wao walisema madai hayo yaliwapatia wateja wao sifa mbaya.

Wakili wa Jenerali Karangi, Bw Waweru Gatonye, alisema madai kuwa mteja wake alisimamia mkutano huo ni uongo, kwani hakuwa nchini, na alikuwa amesafiri Uganda kuhudhuria siku ya jeshi, iliyoadhimishwa Arua.

Kwa upande mwingine, Bw Mohammed Muigai, anayemwakilisha Bw Gichangi, alisema taarifa hiyo ilisambazwa kwa njia ovyo iliyoweza kuzua taharuki, ikiwa na nia mbaya.

Wakati huo huo, uchunguzi wa polisi unaomhusu Bw Owalo, umechukua mwelekeo mpya baada ya mwanaharakati Nairobi kuandikia Idara ya Upelelezi (CID) akidai yeye ndiye anamiliki vuvugu ambalo limetajwa katika kesi hiyo.

Kupindua serikali

Katika barua aliyomwanfdikia mkuu wa kitengo cha makosa ya jinai Bw John Kariuki, mwanaharakati Okiya Omtatah alidai kuwa yeye ndiye anamiliki vuguvugu linalojiita March 4 Movement (M4M) huku akidai vuvugu hilo halina nia yoyote ya kupindua serikali.

Bw Omtatah huenda akampatia afueni Bw Eliud Owallo ambaye amekuwa akihusishwa na vuguvugu hilo.

Omtatah alisema vuguvugu hilo linalenga kuendesha kampeni ya kutaka kuungwa mkono kwa pendekezo ambalo linataka kubadilishwa kwa kifungu cha 138 cha katiba kuhusu uchaguzi wa Urais. Pendekezo hilo linalenga kuzuia jamii zenye watu wengi 'kuzigandamiza' jamii zenye watu wachache.

"M4M ni kampeni ambayo inapigania kubadilishwa kwa kifungu cha 138 cha katiba ili kuondoa taifa hili kwenye 'mfumo wa wengi wape' hadi 'usalama wa wengi'," akasema Omutatah.

Kiongozi huyo wa M4M pia alikabidhi CID barua aliyomwandikia mwenyekiti watume ya uchaguzi (IEBC) Bw Ahmed Issack Hassan, mnamo Aprili 14 akimfahamisha kuhusu nia ya vuguvugu hilo.
