Serikali ya Sudan Kusini imetangaza kuundwa kwa uongozi wa jeshi lililoungana, ikitekeleza kipengele muhimu cha makubaliano ya amani ya mwaka 2018 ambayo wafuatiliaji wanatumai yataisaidia nchi hiyo kupata afueni baada ya miaka kadhaa ya vita vya wenyewe kwa wenyewe.

Taifa hilo changa duniani lilipata changamoto kumaliza vita vya wenyewe kwa wenyewe vya miaka mitano kati ya majeshi tiifu kwa Rais Salva Kiir na hasimu wake, Makamu Rais Riek Machar, vita ambavyo vilisababisha vifo vya watu 400,000 kabla ya wawili hao kukubaliana kusitisha mapigano mwaka wa 2018.

Tangu wakati huo, kuzuka kwa ghasia za mara kwa mara kulileta hofu kwamba nchi hiyo itarejea kwenye mgogoro, kwa sababu pande hizo mbili zilishindwa kuafikiana kuhusu masuala nyeti ikiwemo kuunganisha majeshi yao, kipengele muhimu cha mkataba wa 2018.

Lakini mapema mwezi huu, Kiir na Machar walifikia mkataba wa kugawana madaraka katika nyadhifa muhimu kwenye vyombo vya usalama, wakikubaliana kwamba upande wa Kiir utapata asilimia 60 ya nyadhifa hizo za uongozi katika jeshi, polisi na idara za kitaifa za usalama, huku upande wa Machar ukipewa asilimia 40.

Aprili 12, 2022, radio ya taifa SSBC imesoma mfululizo wa amri za Rais zinazotangaza uamuzi wa Kiir kuwateua wajumbe wa chama cha upinzani cha Machar, Sudan People’s Liberation Movement kuchukua nafasi za maafisa wakuu katika jeshi, Polisi na Idara za Usalama.

South Sudan President Kiir integrates rival’s officers into army

South Sudan’s President Salva Kiir has ordered military officers loyal to his vice president, Riek Machar, to be officially integrated into a unified command of the army, state media has said.

The move announced on Tuesday is a central pillar of the peace process in the Horn of Africa nation.

Kiir and Machar’s forces signed a peace agreement in 2018 that ended five years of civil war. But implementation has been slow and the opposing forces have clashed frequently over disagreements about how to share power.

Fighting has flared in recent weeks.

But following pressure from donors and international partners, the two men met on April 8 and Machar submitted a list of officers to be absorbed into the security services.

Machar’s Sudan People’s Liberation Movement/Army in Opposition (SPLM/A-IO) had suspended its participation in the peace deal’s oversight mechanisms last month, citing attacks by government forces.

SPLM-IO spokesman Lam Paul Gabriel said the “long-awaited” move would help stop continuing ceasefire violations in different parts of the country.

“The SPLA-IO welcome the decision”, he said. “We just hope that this will pave a way forward to the completion [of] the unification process,” Lam told Reuters.
