Please im searchn for a law that provides a resident magistrate to seat in District court but not a District magistrate to seat in RM'c..?

Labda The Magistrates' Courts Act [CAP 11]

I think a Resident Magistrate from even a District Court can upon power conferred on him by a Principal Judge or Chief Justice preside over Resident Magistrate's Court ( I have no authority to cite except my mere reasoning)

A Resident Magistrate Court presiding in District Court has almost the the same title as Resident Magistrate presiding over Resident Magistrate's Court save that the pair are serving in two courts of varried jurisdictions
