It is time for Mr. Rostam Aziz to resign. It is time for him to call quit all his political posts within the ruling party including resigning as the current MP for Igunga. I for one have had enough of it. His name and his level of arrogance has become an absolute enigma in the country. I'm quite sure he is a very nice person, probably very loyal to his friends and I will not dispute the fact that he has become one of the very influential people in Tanzanian politics.
For me however, his involvement in the whole Dowans saga from the very beginning up to now has led me to believe without any shadow of doubt that here we are dealing with one of the most well planned, organized and corruptly executed deal ever. It pales in comparison to any other corrupt deal before.The machinery and the individuals involved to make this deal possible make me wonder if we are not in fact dealing with a mafia like crime ring or something similarly audacious and sophisticated. I know for a fact that It could not have succeeded as it has without the help, the means, and the powers of Rostam Aziz.
Last week's revelation in The East African coupled with what we have discovered over the past few years as the Dowans/Richmond fiasco unfolded has made me to propose that one way of dealing with the impunity of political corruption within the ruling part which has now permeated the very ranks of our government higher structures is for Mr. Rostam to resign or be dismissed from the party.
I know, he is not the sole source of corruption scandals in the country; nor is he the only person who need to be held accountable for a corrupt system we have created and sustained for almost 30 years now. Yes I know his resignation will not be a panacea of our corruption, incompetence and weak leadership that we have. I know all that.
But given the way he has handled the Dowans issue as a member of Tanzanian Parliament, an individual who was sworn to uphold, defend and protect our Constitution is indeed troubling and in fact I will argue offensive.

[FONT=Times New Roman, serif]Im so tempted to outline how Rostam participated from the formation of an offshore company in Costa Rica up to the recent ICC case; or try to pen down the names of the other people in this syndicate that brought us Dowans some of which are very prominent officials. All that will just confirm that which few people know to be the case that behind Dowans, there is Rostam and indeed behind Rostam there is a group of very corrupt public officials and businessmen (some foreign). But I wont go there for now, what Im saying is that he should be the first to go while others follow behind. His time is up. [/FONT]

Please take responsibility for the role you played in this whole mess and have the moral courage to offer this nation your apology for this encampment in the valley of a corrupt deal. MMK kwanza nakushukuru kwa makala yako yenye maswali tisa kwa Rostam Aziz kuhusu Dowans iliyoandikwa kwenye gazeti la Tanzania Daima la leo. Lakini pia nimepata fursa ya kupitia makala ya Ezekiel Kamwaga yenye yenye kichwa cha habari " Anayedai Mabilioni Dowans ni Rostam" iliyoandikwa kwenye Mwanahalisi ya leo.
Kitu kimoja kinachoshabihiana ninachokiona kwenye hizi makala mbili ni kuwa Rostam Aziz hakufanya haya yote anayotuhumiwa peke yake. Kimsingi zoezi la kuhamisha mkataba liliratibiwa na kusimamiwa kwa karibu sana na viongozi wa ngazi za juu serikalini ambao inaonekana walikuwa wakishirikiana kwa karibu sana na bwana Rostam. Viongozi wote hawa walikuwa ni wabunge kwa maana ya wawakilishi wa wananchi waliopigiwa kura kwenda kulinda raslimali za taifa letu.
Nachelea kuamini kuwa mambo yote haya ya Dowans yangefanikiwa kama Rostam Aziz asingepata msaada mkubwa kutoka wizara ya nishati na madini (ikiongozwa na Bw. Karamagi wakati huo) ambayo kimsingi iliishinikiza Tanesco kuhamisha mkataba kati yake na Richmond kwenda Dowans. Rostam Aziz peke yake asingeweza kufanya hili kwani tayari uongozi wa Tanesco walishakataa kuhamisha mkataba huo.
Sipingani kimsingi na mawazo yako kuwa ni vyema Rostam akaachia ngazi kwenye uongozi wa taifa hili. Hii inatokana na ukweli kwamba hata kanuni za mgongano wa kimaslahi (conflict of interest) zinamtaka mtu kuweka wazi maslahi yake anapofanya biashara inayogonganisha maslahi yake binafsi na yale ya mwajiri wake. Mwajiri wa Rostam hapa (kama mbunge wa Bunge la Jamhuri ya Muungano) ni dola (state) ya Jamhuri ya Muungano kwa ujumla wake. Napoongelea dola hapa namaanisha nguzo zote tatu za dola yaani mahakama, bunge na serikali kuu.
Hoja yangu ya msingi ni kuwa Rostam Aziz siyo tatizo la msingi linalotukabili bali ni dalili tu za tatizo kubwa tunalokabiliana nalo kama taifa. Tuna mfumo wa kisiasa ambao umewezesha watu wajanja kama Rostam Aziz na wengine wengi ama kupenya wao wenyewe au kupenyeza vibaraka wao kwenye uongozi wa chama na serikali. Ni hawa vibaraka ambao kimsingi ndiyo wanaotuibia mali asili zetu bila huruma. Hata ukimuondoa Rostam leo kwa mfumo uliopo watazaliwa kina Rostam mia moja. Na tayari tunao wengi, na wengine ni ndugu na marafiki zetu, isipokuwa tu ni kuwa hawavumi kwa sasa.
Tukilifanya tatizo la Dowans kuwa ni la Rostam dhidi ya wananchi tutafanya kosa moja kubwa nalo ni kuikosa picha ya tatizo lote kwa upana wake. Rostam anaweza kabisa kuachia ngazi kama unavyoshauri lakini kama bado kuna watu serikalini na kwenye chama waliofika hapo walipo kwa ufadhili wake na kwa makubaliano waliyofikia (Memorandum of Understanding) ataendelea kufanya yale anayoyafanya sasa kwa uhuru zaidi kwani sasa hatakuwa kwenye mwangaza (spotlight) wa vyombo vya habari kama ilivyo sasa.
Sisi wenye asili ya ufugaji tunaamini kuwa ni rahisi zaidi kumwangusha ng'ombe ukimkamata kwenye mapembe yake kuliko ukimkamata mguu wake. Lakini hili haiondoi ukweli kuwa kumkamata ng'ombe kwenye mapembe yake ni hatari zaidi kuliko kumkamata mguu kwani kuna hatari ya kujeruhiwa na hizo pembe. Kudeal na Rostam ni sawa na kuwekeza kwenye miguu ya ng'ombe badala ya mapembe. Tatizo letu lipo juu kabisa kwenye mapembe. Nadhani kila mtu anafahamu mapembe hapa yana maana gani katika suala la Dowans.
Majirani zetu ambao ni wavuvi wanaamini kuwa samaki siku zote huwa anaoza kutoka kwenye kichwa chake. Hii ndiyo sababu kina mama hukimbilia kukagua mapezi ya samaki (fish gills) kujiridhisha kuwa samaki bado hajaoza. Hapa kwetu kichwa cha samaki hakiwezi kuwa Rostam Aziz. Inabidi tukague mapezi ya kichwa cha huyu samaki wetu (dola) kuona kama bado hiki kichwa kio sawa.
Tunapoendelea kuongelea suala la Dowans kana kwamba ni tatizo la Rostam Aziz peke yake tunawapoteza wananchi na kuwafanya waelekeze hasira zao kwa mtu ambaye anawakilisha dalili tu za tatizo na siyo kiini hasa cha tatizo lenyewe. Lazima sasa tuwekeze kwenye kuumbua kiini hasa cha tatizo linalotukabili.
... could it be that RA is actually CCM leadereship? That although RA might be seen as an individual, his actions are actions of the entire collective leadership of CCM. In that case, not only should RA quit, CCM ought to quit as well and present themselves for custody pending prosecution.
I don't agree with you MM. I think it should be very straight forward to say 'JK MUST RESIGN' because he is the one letting RA play around and manipulating Tanzania's economy HOWEVER he want. How a president can see the same name appearing in every dirty saga and still doing NOTHING about him!! In another view RA anatumiwa na viongozi wa juu kwa maslahi yao binafsi kwa sababu yeye anajua kuendesha dili chafu. Kwa mfano the question was who will be involved in making sure the top figures get those 94b of Dowans? It's hard for any, but RA came out and took the BURDEN using his skills to formulate the way out while top figures only ensures his safety by bleaching some laws and regulations like PPA etc.
Resignation of RA won't be of much help because he is already in touch with every part of the governing, judicial and legislative systems. Kumbuka JK kamruhusu amuweke Makinda pale bungeni, akamuweka Jaji mkuu, mwanasheria mkuu na serikalini JK mwenyewe kashikika.
NO OTHER WAY but JK must resign automatically will go down with RA

Ndugu yangu mwana kjj, who are you asking to spearhead the disciplining of this rampantly corrupt guy? Are you sincere that they can do that? Kwa nini ufisadi unaibuliwa zaidi ya mwaka baada ya kuwa umefanyika? Ofisi ya CAG huwa haiyaoni haya? Edward Hosea na TAKUKURU yake ni waajiriwa wa Rostam?
Tatizo haliko kwa Rostam peke yake. Endeleeni kuelekeza mashambulizi kwa Rostam huku NCHI inatafunwa nje ndani na sisi wenyewe. Mliiona ile bilioni tano "aliookoa" Magufuli juzi?
