LHRC report points an accusing finger at BoT, saying the central bank did not proactively discharge its duties accordingly to address the matter

Dar es Salaam. The Bank of Tanzania (BoT) has been accused of failing to take action against Tanzanians who have reportedly stashed away billions of shillings in Swiss banks.
The 2012 Tanzania Human Rights Report released by the Legal and Human Centre (LHRC) on Tuesday points an accusing finger at the BoT, saying the central bank did not proactively discharge its duties accordingly to address the matter.
But BoT governor Benno Ndulu said when contacted for comment yesterday that his office was performing its duties in accordance with the laws.
“There are organs that deal with criminals and we always accord them with the necessary assistance when the law is contravened,” he said.
For his part, Prevention and Combating of Corruption Bureau (PCCB) director general, Dr Edward Hosea, told The Citizen that his office, which promised to investigate the matter, was waiting for the report from a task-force formed by the Prime Minister.
“As of now, I can’t make any comment because the matter is under investigation by a task-force that was formed by the premier,” he said.
The LHRC is now asking the World Bank, through Assets Recovery Unit, to immediately intervene to recover the money and return it to Tanzania to finance development projects.
The Swiss Central Bank released its annual report in June last year, which indicated that Tanzanian nationals, including prominent business tycoons and government leaders, had secretly hidden a staggering $196 (about Sh314 billion) in different Swiss banks.
The Foreign Exchange Act prohibits transfer of any money (notes or coins) to a foreign country in any circumstances without the permission of the central bank governor.
“LHRC is seriously concerned with greedy leaders who stashed away proceeds derived from the country to abroad from any source - legal or illegal - without prior permission from the Governor,” reads part of the LHRC 2012 Human Rights Report.
The report further pointed out that the Parliament was not taking into consideration the saga with its due importance, suggesting that people who have stashed away the money be exposed and taken to court.

Benno Ndullu is a weakling; he does not have the guts to enforce the law against the criminals who have stashed millions in foreign banks!! He does not deserve to be a governor of our central bank!!
 
The government can not drastically make close follow up over money swindled away in Swiss bank since it is the one convicted.
