The government is to put up more that 3,000 housing units in Soweto in Kibera, Nairobi, as it embarks on the second phase of the slum-upgrading project in the area.

The 3,072 houses comprising one, two and three rooms each will come with a kitchen, toilet and bathroom. They are scheduled for completion in two years and will cost Sh6.5 billion.

The government two weeks ago handed over 822 houses to their new owners following the completion of the first phase that was designed as a pilot project to assess the viability of the plan.

“We are already finalising the designs and we believe by October, we should be able to advertise for the project,” Patrick Bucha, the housing secretary said.

Each of the houses is sold at a subsidised rate, Mr Bucha said, adding that they are not looking to make a profit but to break even (recover construction costs).

In the just concluded phase, a one-room unit was being sold for Sh600,000; a two-room unit for Sh1 million and a three-room unit for Sh1.35 million.

Occupants have up to 25 years to pay for the houses at an annual three per cent interest rate. This means those who took up the one-room units will pay only Sh3,500 at the beginning, with the amount decreasing with time.

Meanwhile, those who went for the three-room units will pay Sh7,875 at the beginning, with the amount gradually going down.

UNAFFORDABLE MORTGAGES

“We have done a socio-economic study of the area, so we understand the incomes of the people. Based on that, we sit down and design with them and the numbers are based on the level of affordability after we discuss with the Kibera people themselves,” Mr Bucha said.

The plan includes having buildings as high as 10 floors. Mr Bucha said that they will fit them with strong lifts, which will be properly managed.

The project will also include a commercial centre, a youth centre and hundreds of market stalls for the residents to conduct business.

Kibera was identified for redevelopment since it is one of the largest slums in Africa, with an estimated population of 400,000 people.

The informal settlement is composed of Kianda, Soweto, Gatwekera, Kisumu Ndogo, Lindi, Laini Saba, Silanga, Undugu, Makina and Mashimoni villages.

Soweto Village has been divided into four zones, with the new project now targeting Zone B. The following phases will be in zones C and D before the government tackles the other villages.

Despite a rapid increase in the real estate space in the last one-and-a-half decades, the development of housing has generally targeted the middle and upper income groups.

The proportion of low-cost houses (generally defined as houses costing about Sh1 million or less) has been low while rents, especially in Nairobi, have been increasing, leaving low-income earners with few options.

Unaffordable mortgages with over 20 per cent interest rates have also meant that even when there are low-cost houses, the low-income group cannot afford them.

“The current housing supply in the country is skewed in favour of the middle- and high-income segments of our society, leaving a significant majority of the population to reside in slums and informal settlements,” James Macharia, the Transport, Infrastructure and Housing Cabinet Secretary said.

The houses in informal settlements like Kibera are often located in hazardous and precarious areas such as riparian land, road reserves, land under high-voltage power lines, quarries, dumpsites and railway reserves.

The process of slum upgrading starts with moving of the residents to a decanting site where they stay until the houses are built.

Once completed, the residents ballot for them. The balloting ensures fair allocation.

Mr Bucha said that the old and disabled are given first priority, with the rest of the residents balloting for the remaining units.

The project, dubbed Kenya Slums Upgrading Programme (Kensup), was started in 2004 and has seen several setbacks, including court cases and political interference.

The latest case was settled in January last year, with the court directing the Kenya National Commission on Human Rights to oversee the process of allocating the houses to ensure that only those who were genuinely entitled benefit.

Kibera au Slum nyingine yoyote ile haipo kwa sababu ya ukosefu au uhaba wa makazi, HAPANA, bali Slum zipo kwa sababu ya ukosefu wa ajira, yaani watu wanaoishi Slums hawawezi kumudu kupanga nyumba nzuri na zenye hadhi ya kuishi binadamu hivyo ili kuondoa Slums haupaswi kuwajengea nyumba hawa watu bali unapaswa kuwapa ajira kwanza ambazo zitawawezesha kumudu kupanga nyumba, kinyume na hapo hakuna kitu utakuwa unafanya!

Ilitokea TZ yetu tuna Nyumba za Msajili ambazo lengo lake lilikuwa ni kwa wenye kipato cha chini, sasa kilichotokea waliziuza zote kwa Wahindi matajiri na kuhamia pembezoni mwa Mji kwa maana hizi apartments za Msajili ziko City center, hivyo hata Kenya itakuwa hivyo hivyo, miaka 20 ijayo bado Kibera itakuwa the largest Slum Afrika na kama siyo Kibera labda Serikali wakiamua kudemolish Kibera nyingine itaibuka sehemu nyingine kwa maana Wanasiasa wa Kenya na wengi wa Kiafrika hawaelewi nini wanafanya wanatumia fedha nyingi bila ya akili, ukiangalia ktk wakazi wa Kibera ni wachache sana waliozaliwa Nairobi ina maana wanakuja ktk Mikoani hivyo kujenga nyumba mpya hakuwezi kuondoa tatizo kwani wengi wataendelea kuja Nairobi maadamu huko waishipo hakuna ajira na wanazaana kwa wingi bila ya mpangilio!
Hiyo ndiyo shida ya kwenda Shule miaka zaidi 15 kujifunza Kiingereza tu, sasa Kiingereza wanajua lkn akili na uwezo wa kutatua matatizo hamna!

haujui wakaazi wa kibera hulipa rent kwa hayo mabanda? na fikiri huanzia 700 per month hadi 2,500. haujui maji kule kibera huuzwa hata shilingi ishirini kwa mtungi mmoja wa lita 20?

sasa kama wewe ni mfanyikazi wa serikali na umepewa kazi ya kuboresha maisha ya watu. ukifanya cost benefit analysis ya kupatia watu wa slum kazi, unafikiri kuajiri watu kazi kutaondoa slum au kutafanya slum iongezeke kabisa maana itabidi umlipe mfanyikazi pesa nyingi sana ndo atoke kwa slum aende akajenge nyumba au akakodi nyumba ya 2 bedroom aishi na familia yake....

chukua elfu mbili kama rent ya kukodi yale mabanda ya kibera, alafu kuteka maji ni 20, tena mlolongo unapigwa hivyo basi mda unapotezwa kwa kuteka maji, magonjwa kutokana na kuishi mazingira machafu yana sababisha wakaazi kugharamika zaidi kutafuta matibabu, alafu baada ya miaka bado mtu atakua anaishi palepale hata ukimpa ajira....
piga hio hesabu alafu ulinganishe na kumwondoa mtu na kumpeleka kwa nyumba ambayo itakua haina shida ya maji, iki na stima,mazingira masafi, uwajengee mahala pa kufanya biashara, mwishowe utapata ni afadhali uwahamishe kwa nyumba nzuri kuliko uwaache kwa slums na uwapatie kazi maana ukiwapatia kazi itabidi iwe kazi ya maana sana hadi wawe na uwezo wa kuhama na familia zao, kazi za vibarua haziezi fanya hivyo
 
na pia ukumbuke kazi ya serilali si kitafutia watu ajira (atleast huku kwetu hua iko hivyo) kazi ya serikali ni kufanya kila iwezalo kutengeneza mazingira bora ili wananchi wake wawe na mazingira ya kupata kazi na kujiajiri, serikali kazi yake ni kujenga miundo msingi kama barabara inayopitika, shule, kuleta stima, maji safi, hospitali, na ofisi za huduma za serikali.. hio ndo kazi ya serikali, kuajiri watu si kazi ya serikali.

ndo maana unaona rais wetu anazunguka duniani akijaribu kuleta wawekezaji, hauezi jua labda siku mmoja mhindi mmoja kutoka india ataamua kujenga factory hapo karibu na kibera baada ya kuona stima na barabara na maji yanapatikana kwa wingi na watu wengi wanahitaji ajira... ulifikiria hio?

sasa we unaanza story za birth control na mambo ya vijijini, hio ni bigger problem ambayo ni campaign kubwa zaidi ambayo inachukua miaka mingi na hata generations nyingi kufanyika, tutatue shida moja moja kulingana na uwezo wetu

The pilot has just been completed and it was successful, and nobody would pass a chance to live in a cheap clean environment, if you saw the houses in the first phase you would know what I am saying.
And is it not you guys who have always brought up Kibera and Turkana whenever we show the progress we are making. Please.

Siyo mara ya kwanza kwa sababu serikali inafanya haya kwa zamu...yaani ..in phases!....siyo mara moja kwa mpigo na huo ndio mpango maalum wa serikali tokea mwanzo wa mradi!

Ndio, ishajenga papo hapo kibera, kama kilomita nusu hivi kutoka soweto ambapo wanataka kujenga hizi sasa. Eneo hilo lajulikana kama highrise na nyumba hizo zalipiwa kodi ya kuanzia elfu 3.5 hadi elfu 8. Wakaazi wa huko ni wale walioishi vibandani hapo awali kabla ya kutolewa Ili zijengwa. Ni kwa sababu hio serikali imeamua kuendeleza mradi huu wa slum upgrade
 
Kisha zipo ghorofa zingine ambazo nusu ni maduka zishaanza kujengwa, karibu ziishe. Zimejengwa na Kenya railways Ili kuwatoa watu karibu name reli. Kazi yake Ni kuwahimiza watu wajiajiri kwa kufungua biashara kukimu mahitaji ya kiuchumi ya kibera.

Yes,It's the first time...Only that it's being done in Phases...Go to Majengo, they did the same thing ,Majengo slums never expanded it's only a tiny portion which is left where the housing was not done.


Make google your friend then came and make an argument....Do not make arguments out of ignorance
 
The youth in Kibera have also been given fish ponds, greenhouses and have been encouraged to form saccos for their own benefit.
