Retired Presidents Moi and Kibaki have been allocated Sh149.7 million in retirement benefits for the 2014-15 financial year. The figure may however change as the Budget and Appropriations Committee of the National Assembly meets to discuss the estimates.

The figures are calculated based on the salary each retired president was receiving at the time he left the office. It is however not clear how much Moi earned when he left power in December 2002.

The allocations are in line with the Presidential Retirement Benefits (Amendment) Act 2013. Kibaki, who succeeded Moi signed the Bill into law early last year amid public and civil society uproar, will get his pension at the rate of 80 per cent of his final salary, which was Sh700,000.

This will translate to about Sh560,000 a month with 40 per cent of his salary in entertainment allowances.

He signed the Bill but rejected the Deputy President and Designated State Officers Bill 2012 that would have given MPs, calculated at 222 MPs, a hefty Sh9.3 million sendoff package. The Bill that was recommitted to the Attorney General for a review is still pending.

Moi has been allocated Sh66.8 million for the 24 years he served as president. Kibaki is expected to get Sh82.8 million for 10 years he served as president. Moi will take home Sh28.9 million in basic salaries, Sh15 million as personal allowances and Sh2.5 million in utilities supplies and services.

The others are communication services Sh1.4 million, domestic travel and other transportation costs Sh2.3 million, Foreign travel Sh8.1 million, hospitality supplies Sh900,000, fuel Sh1.6 million, maintenance of vehicles Sh2.6 million among other expenses.

Kibaki will get a basic salary of Sh36.6 million including his permanent employees. His personal allowances paid as part of salary is Sh11 million, supplies and other utilities Sh2.2 million, communication Sh1.3 million and domestic travel Sh1.6 million. The others are foreign travel Sh8.1 million, hospitality services Sh1 million, insurance costs Sh13.1 million, vehicle maintenance Sh2.6 million among other benefits.

The figures are contained in the estimates of the recurrent expenditure report that was tabled in the House on April 30 by the Budget and Appropriations Committee, a day before MPs went on recess. But a section of MPs has vowed to oppose the allocations. Some said it does not make economic sense to pay people who are immensely rich at the expense of Kenyans, majority of whom are poor.
