Our leaders make plans, they come up with visions and mega projects that they want to see happen ASAP... The ministers and there permanent secretaries then come up with a blueprint,a master plan of how it will be implemented, but this blueprint is to a large extent, an abstract... The technocrats and experts are then supposed to work out the actual details step by step of how it will work....then in this case, they are to hand over the plans to parliament to approve the whole thing (which they did) - then parliament is supposed to pass the specific laws that legalizes how this blueprint gets implemented....... ... I just read a story that there is a bribery bill supposed to have been passed since 2013 but hasn't been passed by parliament even after all these corruption scandles, if that important bill hasn't been passed, and if there are other constitutional laws that have strict deadlines that also haven't been passed where do you think a law to legalize payment of VISA fees to other country lies in the list of priorities????Seriously lakini, the point of me posting this was kwamba hawa viongozi hawakuwa na maono ya kuiona hiyo legal glitch walivokaa na kuanzisha hii visa. Yaani siamini how short sighted our leaders are!
Anyway, as the article says, the problem is the legal framework that hasn't been passed by parliament, the money is in the consolidated fund account, it hasn't been touched by anyone, NOT EVEN KENYA ITSELF! once parliament approve everyone will get her share, so its pretty immature to use this as some sort of proof that it was a bad policy to start using the single VISA system... Even the single customs treaty that Tz signed has its own problems here in EAC, this implimentation problems are being worked out one-by-one.... And so will the EAC tourist VISA, it might not even be profitable for the next 10 years, but trust me, one day tourists would be flocking EAC on that VISA thing... Maybe to give incentive, we might even decide that anyone on the tourist Visa will get a 10% discount on any flight across the region to encourage them to cross cross all the countries, then we will start having tour packages which after you pay, you will be taken around all the countries on the Visa in one crazy journey by air sea and land and ballon! Then it will catch on and EA will be one big destination attracting like combined 6million tourist visiting all countries.... Inter travel by air will increase, which will increase competition thus lowering flight costs due to high demand.... And Tz will be going it alone, how sad it would be
