Hoja ya Kuondolewa Madarakani kwa Spika Sitta
Ndugu Mwananchi, wasiliana na Mbunge wa Jimbo lako na
kumuomba atumie Sehemu ya 13, kifungu 112 ya Kanuni
(angalia kiambatanisho) na Miongozo ya Bunge na
kuwasilisha muswaada wa kutokuwa na imani na Spika wa
Bunge letu Bw. Samuel Sitta kwa katibu/karani wa
Bunge.
Spika Sitta kama Kiongozi wa mhimili wa Serikali
(Bunge) ameshindwa kuongoza Bunge na kutumia wajibu wa
Bunge na cheo chake kulinda Maslahi ya Taifa kama
yanavyotajwa kwenye Katiba ya Jamhuri wa Muungano
kipengele cha 27(angalia kiambatanisho).
Spika Sitta, ametumia utashi binafsi na wa kisiasa
kulazia damu ufuatiliaji wa masuala muhimu ambayo yana
mkono wa Hujuma kwa Taifa. Suala la Buzwagi, Richmond,
BOT ya Kwanza ya Minara na mafisadi, ATC na sasa BOT
ya Import Support.
Spika Sitta kwa kutumia madaraka yake, amezuia au
kuchelewesha makusidi kuwasilishwa kwa muswaada wa
Richmond na BOT Import Support ili eti awasiliane na
Serikali na kwa kuwa anakwenda Marekani, hivyo mtu
yeyote asizungumzie hoja hizi muhimu ambazo zinahusu
hazina ya Taifa.
Je Spika Sitta anaogopa nini kwa miswada hii
kuwasilishwa au kujadiliwa wakati hayupo? Je hamwamini
Naibu Spika Mama Makinda na katibu wa Bunge? Kwanini
anaendelea kuchelewesha kufanyika na kuundwa kwa
kamati za Bunge ili kuchunguza tuhuma za Uhujumu na
Ufisadi?
Hii ni dalili ya kuulinda ufisadi na kufanya kazi kwa
niaba ya mafisadi na si Taifa. Tumechoka kuona uzembe
kutoka Serikalini na hasa kutoka kwenye mhimili wa
Bunge ambao dhamana yao si kutunga sheria pekee bali
pia ni kuihakikiserikali kuu na kuhakikisha kuwa
Serikali kuu inakuwa makini katika kazi zake.
Spika Sitta ameshindwa kazi, na anaelekea kulinda
uhujumu, ufisadi na udhalimu ambao unaendelea kujenga
umasikini kwa Taifa na sisi kama wananchi, tunakutuma
wewe mbunge kuwasilisha muswaada huu wa kutokuwa na
imani na spika kwa niaba yetu. Tumia haki yako ya
kibunge na kuliokoa Taifa.

PART THIRTEEN
REMOVAL OF THE SPEAKER OR DEPUTY SPEAKER FROM OFFICE
112.-(1) A Member intending to give a notice of Motion
for the removal of the Speaker or the Deputy Speaker
from office pursuant to the provisions of Article 84
and 85 of the Constitution, shall do so in writing and
submit it to the Clerk of the Assembly, giving in
full, the reasons for presenting such Motion.
(2) On receipt of a notice under paragraph (1), the
Clerk shall enter such Motion in the Order Paper of
the day appointed for its debate, which shall be
immediately after the lapse of fourteen days from the
date of receipt of that notice.
(3) In order that such a Motion be admissible for
presentation in the Assembly, it shall satisfy the
following conditions:-
(a) it shall show specific charges;
(b) it shall be clearly and precisely expressed;
(c) it shall not be slanderous or couched in a bad or
abusive or scornful language or contain accusations
intended to defame the name of the person concerned.
(4) The Speaker or Deputy Speaker, shall not sit in
the Chair of the Speaker when a Motion to remove him
from office is being debated upon in the Assembly;
provided that, he shall have the right to make a
defense on the charges against him during the debate.
(5) The Speaker or Deputy Speaker shall be removed
from office where not less than two-thirds of all
Members of the Assembly shall vote in favour of the
Motion. Voting shall be conducted by secret ballot.
(6) The Speaker or Deputy Speaker so charged may
resign from office by giving explanations in the
Assembly before the decision is made in the Assembly
for his removal.

27.- (1) Every person has the duty to protect the
natural resources of the United Republic, the property
of the state authority, all property collectively
owned by the people, and also to respect another
person property.
(2) All persons shall be required by law to safeguard
the property of the state authority and all property
collectively owned by the people, to combat all forms
of waste and squander, and to manage the national
economy assiduously with the attitude of people who
are masters of the destiny of their nation.
