What avenues can we employ to directly tackle this issue and pave the way towards a brighter future?

There should be guidelines for every type of building. Just like dispensary and pharmacy have regulation in regards to building. This should extend to everything.

Things like shop frames, I see no windows or comfort measures.
Residential houses nad finaly rent houses all should be careful regulated to fit humane conditions.
