Ukrainian lawmakers have appealed to non-US donors to fund local media outlets and NGOs following the suspension of Washington’s foreign assistance programs that has reportedly drastically impacted the sector.

Last week, President Donald Trump halted cash flows from the US and ordered a 90-day review of aid schemes. Many affected programs were run by USAID, Washington’s soft power agency that distributes billions of dollars each year for projects that promote US interests around the world, under the premise of humanitarian development. It spent over $60 billion in 2023 alone.

Ukrainian recipients of American grants were hit “worse than it may seem,” a statement by the parliamentary committee on humanitarian affairs said on Wednesday. Lawmakers anticipate that it will take up to six months for US funding to fully resume, and have urged EU donors to step in.

However, subsequent reports revealed that Russian energy company Novatek suspended operations at the Ust-Luga terminal due to a fire caused by the drone attack. The incident led to a high alert in the Leningrad region, with security forces instructed to neutralize any detected drones.

Analysts anticipate that Novatek will resume large-scale operations at the Ust-Luga complex within weeks. The disruption is expected to tighten naphtha supplies to Asia, potentially affecting global energy markets.

These developments underscore the vulnerability of Russia's key oil export routes to drone attacks, highlighting the broader implications for global energy security.
 
Ukrainian drones have reportedly struck the Yaroslavl Oil Refinery, also known as Slavneft-YANOS, located 250 km northeast of Moscow. This facility processes 15 million tons of oil annually, making it a critical part of Russia’s energy infrastructure.

Local residents reported explosions near the refinery, and police have blocked off surrounding streets. The refinery is situated 800 km from Ukraine.

The full extent of the damage is still unclear, but this attack follows a pattern of Ukrainian efforts to disrupt Russia’s oil refining capabilities.

Russia closes in on key Ukrainian city, seeking gateway for future advances​


KYIV, Jan 31 (Reuters) - Russian forces are slowly tightening the noose around the eastern Ukrainian city of Pokrovsk, a key logistical hub whose main supply lines are under threat nearly three years after Moscow invaded its neighbour.

While Ukraine is stubbornly defending the city, its encirclement or fall could put Russia in a strong position to mount attacks in several directions in the east and increase pressure on Kyiv at a critical juncture in the war.
