In October 2013, Presidents Yoweri Museveni of Uganda, Paul Kagame of Rwanda and Uhuru Kenyatta of Kenya agreed to implement a Single Customs Territory (SCT) between them as members of the East African Community. Tanzania and Burundi followed suit at the Summit in November 2013. “At a stroke (of the pen), the agreement removed multiple weighbridges, police and customs checks along the Mombasa-Kampala-Kigali route and introduced computerised clearance and electronic tracking and other innovations that have overturned many of the hurdles to free trade or Non-Tariff Barriers (NTBs) that the Northern Corridor was infamous for.”

Respective system has been introduced so as as to remove so called trade tariff barriers, duplication of time-consuming and costly processes and corruption in cargo clearance with East African Countries Congo DRC being one of them though not a member in EAC. However premium system resulting into a number of setbacks and inconveniences to importers,Exporters ,Clearing and forwarding companies,Transport companies and other stakeholders largely using Dar es salaam port,Tanga Port.

The most affected stakeholders are Congolese importers whom which thousands tons and a number of vehicles,trucks,mining equipments are stranded at Dar port due to misunderstanding on system utilization and applications.This has forced OGEFREM an entity responsible with representing interests of Congolese importers to request TRA without success on suspension of introduced system so as to avoid further losses,damages,storage and other inconveniences.

In this juncture it is obvious that esteemed good number of importers from DRC and possibly other countries will shy away from utilizing our ports despite more than 2 billion used for marketing its services in neighboring countries.
Hereby respective Ministries [Ministry of Finance ,Ministry of Trade and Industries,Ministry of Transport and government agencies are requested to act on this as soon as practicable possible to avoid further inconveniences and other.
The following has to be considered with positive attention
-There must be uniformity in tax policies across countries inclusive in a system
-There must be solutions to language barriers eg French vs English vs Swahili
-Extensive sensitization to stakeholders [C&F companies,Logistics companies,Importers,Exporters] on how to use noted system

Kuhihusisha Congo DRC ktk mfumo wa utoaji/usafirishaji nje mizigo kupitia bandari za nchi wanachama wa Jumuiya ya Africa Mashariki kuna athari kubwa sana kwa uchumi wa nchi yetu {Tanzania}..Wateja wengi wamekimbia kutumia kutumia bandari zetu ..na ikumbukwe Importers and exporters toka Jamhuri ya kidemokrasia ya Kongo wamekuwa wakibeba asilimia kubwa sana ya waagizaji wa nchi jirani wanaopitishia mizigo katika bandari za Tanzania na hata Mombasa {Kenya}.
 
Pamoja na juhudi za dhati zinazoendelea kuujenga uchumi wetu kwa faida na manufaa ya kizazi kilichopo,Ipo haja ya kulifanyia kazi hili.Ninapongeza kwa dhati mengi mazuri yaliofanyiwa kazi so far.
