The report shows Tanzania scored 3.5 in 2021, the same score 2020, which is above overall IDA average of 3.2 and Sub Saharan IDA average score of 3.1. However, the overall score is 0.3 lower that the score attained in 2013.

It is also higher than West Africa average score of 3.2 and East and Southern Africa average score of 3.0.

The Country Policy and Institutional Assessment (CPIA) is an annual country assessment exercise that generally starts in October and ends by June of the following year.

According to the report, Tanzania attained highest score on economic management cluster with 4.0, which include monetary and exchange rate policy (4.5), fiscal policy (3.5) ad debt policy and management (4.0).

On structural policies cluster, the report shows Tanzania attained 3.3 which include trade (4.0), financial sector (3.0), and business regulatory environment (3.0). However, the country score dropped by 0.5 points compared with 2013 scores.

According to the report, Tanzania scored 3.6 on policies for social inclusion and equity cluster, higher than 3.2 of East and Southern Africa region through gender equality (3.0), equity of public resource use (4.0), building human resources (4.0), social protection ad labour (4.0) and policies and institutions for environmental sustainability.

In this cluster, the report shows, Tanzania score dropped by 0.2 compared with 2013.

On public sector management and institution, Tanzania scored 3.0 higher than regional score of 2.7 whereby property rights and rule based governance scored 3.0, quality of budgetary and fiscal management (3.0), efficiency of revenue mobilization (3.0), quality of public administration (3.0) as well as transparency, accountability and corruption in the public sector with 3.0.

However, in the public sector management and institution, the score was 0.4 lower than 2013.

The Country Policy and Institutional Assessment (CPIA) Africa 2022 report provides an assessment of the quality of policies and institutions in all 39 International Development Association (IDA)– eligible countries in Sub-Saharan Africa for calendar year 2021.

The overall average score for Sub- Saharan Africa’s IDA-eligible countries remained unchanged in 2021 at 3.1.

Similarly, no changes were observed at the sub-regional level, where the scores were constant at 3.2 and 3.0 for West and Central Africa and East and Southern Africa, respectively.

The CPIA exercise for 2021 provides a mechanism for assessing the effectiveness of implemented policies and the role played by institutions in Sub-Saharan Africa’s IDA countries during the recovery process from the pandemic-induced recession.

Rwanda continued to lead with an unchanged overall CPIA score of 4.1. Kenya joined Cabo Verde with an improved average score of 3.8, followed by Benin and Senegal with an average score of 3.7.
