When retired Chief Justice cum Primer Minister, a man of unquestionable integrity in modern Tanzania said there is no clear demarcations in the country three pillars, namely Parliament, Government and Justice system, hence the reason to come up with a clear constitution which will address that, most of us did get it.

Even before a month, ESCROW saga has vividly revealed what he meant. Going by the reports (CAG AND PAC), it is evident that some top ranking officials has been bribed, it goes without saying. Yet for another time, the Parliament put aside party politics and became one to come up with clear resolutions. However, diplomatic language of requesting President instead of directing mean the same if you base on the constitution. We people are the base of all the three pilar. and we are represented by the parliament. We have the power to take action against them. They are there as law makers, which is to be interpreted by another pillar, Justice. They are also there to advise and prefect the Government on our behalf. It is illusion to suggest that they are begging the government. That is why they can't vote out the Government thought no confidence vote.

We have witnessed justice issue asking Parliament not to discuss ESCROW matter, how comes! The Parliament not only ignored the justice, but we're right to do in an issue of such magnitude and significance. President has been requested/asked/direct depending on which word somebody wants to apply, but the meaning is the same.

This is is why our president is delaying, he is totally in limbo. If he sacks his ministers and take action according to Parliament, he is part of the whole racket, meaning he also has to take action against himself. It is inconceivable such communications to root our money would have taken place to the extend of Hon. Kafulila to know and acquainted with all information without him knowing within his own government. If so he is irrelevant president.

He he has the following options:

i) sucking his ministers according to Parliament direction and end up sucking himself. This is the essence of Profs Muhungo and Tibaijuka refusal to resign. They know very well, they either go together or let him think what to do.

ii) ignore Parliament direction, but he either need to de solve the parliament and call early election as he has no more confidence with them.

iii) Do nothing and wait for Next Parliament to vote for no confidence in the next session or face revolt and public and civil disobedience from the hungry mass.

That is why we are witnessing IPTL/PAP filing yet more application as they very well know that they have caused chaos in our system, so the best practise is to even confuse the, more, by asking Justice to yet issue more judgment to confuse these three pillars. To the president, it provide with him more time to think how he might save from this. It is this reason caused him to postponed talking today with the so called wazee wa Dar ES salaam.

Well said Option ii) second part will work better as even the two ministers will go and probably the madam will not come back again as an MP. I think even if they attempt to disclose whatever secrets tagged to their refusal to resign it will be too late. Doing so when they are out of power minimizes the effects (it will be like bucking toothless dogs).
