Dar es Salaam: European Union (EU) observers have expressed reservations on the transparency of the Tanzanian elections. At a press conference, the observers said the National Electoral Commission (NEC) did not provide adequate transparency in its operations during the election process, and that the ruling Chama Cha Mapinduzi (CCM) party had used the power of incumbency to obliterate the opposition. The observers were also concerned that NEC and the Zanzibar electoral commission (ZEC) had not allowed them unhindered access to its operations. ?In the undertaking of the different stages of the electoral process, the NEC and ZEC did not provide for full transparency regarding their decision making processes and stakeholders access to scrutinize the commission?s activities was not always granted,? the observers said at a press conference at Serena hotel, Dar es Salaam. Their observations came as the electoral commission continued announcing the results, which project a win for the ruling party candidate, John Pombe Magufuli, against the opposition Chama cha Demokrasia na Maendeleo (Chadema)?s Edward Lowassa. Power of incumbency ?The ruling party (CCM) continued to benefit from its historical legacy. The party?s use of or benefit from what were formerly state resources and assets, such as public stadia and sports grounds, provided an advantage over other parties and contributed to an imbalance in the electoral playing field. ?The inauguration of a number of major projects in the last weeks of the campaign further blurred the distinction between the state and the ruling party, reinforcing CCM?s campaign advantage,? said the observer group. The observers were equally hard hitting in their observations in the semi autonomous island of Zanzibar, saying that although there are reasonable legal frameworks for the conduct of a credible election, limitation of freedoms in the island is a key concern. Yesterday, the ruling CCM party said that it had seen the observation?s preliminary report and noted the concerns. how much more transparent could NEC be? NEC went as far as allowing international observers to take part in counting votes, its amusing how they will wquestion the tallying process while they have representative at polling stations where the vote count is gathered.

secondly, CCM is by far well advanced in organistion and has biggest coffers, that is part because of their history, longevity in power, I will never imagine how other parties will ever get a 'fair playground' in terms of election finances etc.

third, Zanzibar largely islamic state, of course there will be limitations of freedom but they should also acknowledge that CUF the main opposition party hijacked this election, by infuriating a sizable number of its members in ZEC and that has caused nothing but chaos throughout the entire election process.
 
Oh Really What is it? Is it that you are blind to facts, or you are a beneficiary of the "far well advanced in organistion and has biggest coffers" and oh! They are soooo transparent as much as to show us that the number of valid votes plus invalid votes exceeds the total number of votes cast.

What transparency do you reckon NEC provided during the election processes? you seem to definitely missing out the point Sir! NEC never cooperated nor showed any concern through the whole process, they were biased and seemed to tilt on the CCMs favor with that main reason i strongly agree with the EU observers on that!!
 
tangu mwanzo waliambiwa wanakuja kama waangslizi sio wsdimsmizi wa uchaguzi. eti power of incumbency! sasa kuna kosa gani ccm kutake advantage ya uzoefu wake madarakani kuweza kuchaguliwa. wao furaha yao ni kuona ccm inatolewa madarakani waweze kuweka watu wao madarakani. kosa la ccm kwao ni chama cha ukombozi. bado wana hasira na kisasi kwa ccm kusaidia kukata mirija ya unyonyaji wa kikoloni kote afrika ya kusini.
 

Huwezi ukawa na sheria kama za kutoweza kabisa kupinga matokeo ya urais mahakamani [sielewi hata mantiki yake!] yakishatangazwa.

Hii maana yake ni kwamba, matokeo yatakayotangazwa na tume ya uchaguzi iliyoundwa na CCM ndo neno la mwisho, yawe ya ukweli au la.

Papo hapo, huwezi ukawa na chombo kinachosimamia na kuendesha chaguzi ambacho kimeundwa na CCM peke yake halafu chaguzi zikawa credible.

Hii hata mtoto wa darasa la kwanza anaweza kabisa kuona tatizo lake. Mgongano wa kimaslahi uliopo ni mkubwa mno na uko dhahiri kabisa.

Lakini kwa vile watu wengi sana ni wapumbavu, kuliona hilo hawawezi.

NEC did 5 things which for me SHOWED an absolute TRANSPARENCY during the process.

First, THEY PRINTED OUT NAMES OF ALL registered voters. this list was put outside all voting centres, 7 days PRIOR to voting. that was first bold and clear move.

SECONDLY, all parties had representatives when the voting was in progress.

THIRD, all parties representatives and international observers were PRESENT during vote counting process.

FOURTH. total number of VOTES and allocations were DISPLAYED outside voting centre, for people to see who they voted for.

FIFTH, after the finish of announcing all vote count, International Observers and Party representatives were ONCE AGAIN to go into a special room and VERIFY all results before signing off winner's certificate (this was done at NEC HQs in Dar).

Now you tell me, HOW MUCH MORE TRANSPARENT can NEC be ??? can you suggest any further improvement or alternatives on top or beside those 5 key elements i have mentioned !?
