I agree with you that suppression of freedom of speech and de-registaring of independent media and starting of a number of newspapers that sounds more of a praising team to the regime have cover up a lot of corrupt practices taking place in Tanzania.
To proof the existence of corrupt practices 2015-2020 I recommend a compulsory life audit should be done for all top runking goverment officials who worked closely with the previous regime. Those who served in the regime should not worry if at all he/she is clean. If clean one will be found clean and not otherwise.
My advise is the media should be let free and this will help tame corruption. It will also prompt whistleblowing, and allow investigations against corruption, whenever someone smells a rat.
What I have learnt in the past five years, corruption had been in existence, but some CEO'S have been using the existing oppressive rules and regulations to intimidate whistleblowers and preventing them from exposing their corrupt deals. There is no doubt that some whistleblowers, have lost their jobs just because they have uncovered corrupt practices in their organisations.
To curb down the situation, If possible then, I propose a quick survey should be done in all parastatals to get the views of workers toward CEO'S and the styles in which corruption is being practiced in this institutions. It is purported that CEO'S of certain institutions have even gone far to bribe auditors: feeding them during auditing, giving them transport while executing the audit job as well as rewarding them with huge allowances to mention but a few of the forms of bribery taking place.
Some civil servants have facts on corruption on their fingertips. If their privacy will be guaranteed corruption will be tamed to a greater extent.
