Tanzania to Tender nine PPP Transportation Projects

Local sources report that the Government of Tanzania will use the Private and Public Partnerships (PPP) model to implement nine major infrastructure projects in the country. Last week, a government official named the following projects as the ones included in the PPP program:

• Dar es Salaam – Chalinze super highway (Road Toll),
• Arusha-Moshi (Road Toll).
• Mbegani Port project in Bagamoyo,
• Mwambani Port project in Tanga,
• Kisarawe Cargo Freight Station,
• Expansion of Mtwara Port,
• Improvement of Kilwa Port, and
• Expansion of Kasanga and Kigoma ports.

The government official also said:
The government has taken the initiative to form a special coordination department under the Tanzania Investment Centre (TIC) and finance department under the arms of the ministry of finance to oversee implementation.

Moreover, the government has already appointed 60 Desk Officers from ministries and other government institutions, who have been provided with special training to build their capacity for effective implementations of the projects

I read that news at allAfrica.com: Tanzania: Major Road, Port Projects Underway I think the Minister did not mention the 9th project. Various sources list only eight projects!

Dodoma - THE government will engage Private and Public Partnerships (PPP) to implement nine major infrastructure projects in the country.

A Minister of State in the Prime Minister's Office (Policy, Coordination and Parliamentary Affairs), William Lukuvi, who is Chief Whip in the National Assembly, said that by 2012 at least nine projects have been approved ready to be implemented under PPP.
He said the partnerships are expected to help the country reduce reliance on loans, saying most of the projects are in the construction and transport sectors.

He named the projects as Dar es Salaam - Chalinze super highway (Road Toll), Arusha-Moshi (Road Toll) Mbegani Port project in Bagamoyo, Mwambani Port project in Tanga, Kisarawe Cargo Freight Station, expansion of Mtwara Port, improving Kilwa Port, expansion of Kasanga and Kigoma ports.

He said the government has taken the initiative to form a special coordination department under the Tanzania Investment Centre (TIC) and finance department under the arms of the ministry of finance to oversee implementation.

Moreover, he said, the government has already appointed 60 Desk Officers from ministries and other government institutions, who have been provided with special training to build their capacity for effective implementations of the projects.
Mr Lukuvi said under the PPP Act investors are expected to be invited after the relevant authorities in the government were done with such procedures as conducting feasibility study of the projects and floating of tenders.

"We're still in the process of carrying out a feasibility study of these projects," he said. He was responding to legislator Hamad Rashid Mohamed (Wawi - CUF), who wanted to know the number of projects under PPP that had been approved up to 2012.

He also wanted to know the status of their implementations and the amount of money spent on the projects

sina comments kwa sasa juu ya hizo bandari na cargo freight station, ila nadhani, hizo za barabara zinaweza kuwa changamoto kubwa. mafanikio ya PPPs kwenye transportation infrastructures hutegemea sana traffic volume! nakumbuka studies za nyuma zilitaja barabara ya mombasa -nairobi kuwa nyiyo pekee katika east afrika yenye kuvutia PPPs kwani angalau ina around 6000 vehicles per day (kama kumbukumbu zangu ziko sawa)!

sasa kwa hizi zetu mbili, sitasema mengi manake sijajua recent studies zimetoa viashiria gani vipya au kama traffic volume tayari imefika kiwango kinachokubalika.

kama bado msukumo wa kisiasa utaendelea kuzingatiwa zaidi ya viashiria vya kitaalamu, basi tujiandae kwa "majanga" mengine ya PPPs nchini mwetu
