Good move for Tanzania, signing EPA agreement with the EU for the sake of rescuing Kenya's 500,000€ worth flower industry is stupidity of highest order considering the fact Kenya is a middle income not supposed to get benefits of Least Development Countries!

Tanzania can not compromise multibilion projects by Chinese by offering free market to the EU that offers nothing in returns to access that same market! Afterall the UK the largest EA trading market is exiting the EU block.

Tanzania said it would not sign a regional trade deal with the European Union due to come into effect by October 1, and urged neighbouring countries to back a delay pending discussions on its effect on the region's manufacturing sector.

Kenya and Rwanda signed the deal earlier this month, but it needs approval from all members of the East African Community bloc - which also includes Burundi and Uganda - to take effect.

The trade deal with the European Union gives EAC member states duty- and quota-free access for their goods to the EU as long as they meet the set health and safety standards.

But Tanzania's Minister of Foreign Affairs Augustine Mahiga, describing the EU as an "industrial giant", said fledgling industries in his country would not be able to cope with zero-rated imports of European goods.

"Tanzania will not sign the economic partnership agreement (EPA) until several issues are addressed," Mahiga told journalists in Dar es Salaam.

EAC member states initialled an interim EPA deal in 2007 and another in 2014. Governments were given two years from the October 2014 agreement to ratify the deal in national parliaments.

South Sudan, which joined the bloc this year, was not part of initial negotiations of the deal, which started in 2002.

Kenya stands to lose the most without the deal signed, as other member states - including Tanzania, Burundi, Uganda - would still continue getting duty- and quota-free access under EU's Everything But Arms initiative since they are classified as Least Developed Countries.

"If the EPA is not signed and ratified by all EAC partner states by Sept. 30, 2016, Kenya stands to lose its market to the EU, having significant impact on her economy," Kenya's Trade and Industrialisation Ministry said in a statement late last week.

Governments in the region are also anxious to ensure that exports such as tea and fresh flowers, which are major sources of foreign exchange, are not hampered by any tariffs on trade with Britain after it leaves the European Union.

Mahiga said Tanzania would urge regional leaders on Thursday to delay the signing of the deal at an EAC heads of state summit in Dar es Salaam to give more time for the bloc to renegotiate the agreement with the EU.

The summit will be chaired by Tanzanian president John Magufuli and Rwandan president Paul Kagame and Uganda's Yoweri Museveni will attend, Tanzania's foreign affairs ministry said on Wednesday.

The presidents of Kenya and Burundi will send representatives to the meeting, Tanzanian officials said.

Tanzania wants the six-nation East African Community bloc to delay signing a trade agreement with the European Union to consider the impact the treaty may have on their economies.

The countries have been negotiating the so-called Economic Partnership Agreement, or EPA, with the European Union since 2002, a pact that will give it duty- and quota-free access for produce including flowers, fruit and vegetables. The EAC groups Kenya, Tanzania, Uganda, Rwanda, Burundi and South Sudan.

East African presidents are scheduled to meet on Thursday in Tanzania to discuss the agreement before a Oct. 1 deadline. Rwanda and Kenya initialed the EPA in Brussels last week, a move Tanzania’s Foreign Affairs Minister Augustine Mahiga said was “insignificant” as all nations had to be on board for the treaty to take effect.

“Signing individually violates the EAC treaty because it requires such trade agreements to be signed as a bloc,” Mahiga told reporters in the commercial capital, Dar es Salaam. “Our friends have signed, but they know it won’t take them far. Without the bloc, you are putting the cart before the horse.”

Tanzania wants the EAC to consider the impact the EPA may have on the region’s weak manufacturing base and to discuss the bloc’s customs union, Mahiga said. Kenya is the only nation that stands to lose access to Europe because it isn’t grouped among the Least Developed Countries. The others can continue exporting to the bloc under a separate Everything But Arms treaty for LDCs.

Burundi has already signaled it won’t sign, citing EU sanctions, while South Sudan is yet to gain full membership in the bloc. Uganda is expected to commit to the treaty at the summit on Thursday, Nairobi-based Business Daily reported on Monday, without saying how it got the information. Mahiga said Uganda was willing to sign as a bloc.

“Fourteen years to-date, there have been changes in the EAC and the EU,” Mahiga said. “We are of the position that these changes be accommodated. We want more time.”

Tanzania also wants Britain’s exit from the EU to be considered as the nation is a major trading partner of East African countries. It would like provisions in the EAC treaty and customs union that will be affected by the EPA reviewed, a process that will probably take less than a year, Mahiga said.

“The kind of rigidity which is in the customs union and the treaty is to be revisited,” he said. “I think that is the way forward.”
