Tanzanian analysts welcome exchange of power in Kenya

Political analysts and human rights activists have commended President Uhuru Kenyatta’s move to surrender the presidency to his deputy, Mr Wiliam Ruto, saying his act demonstrated high level of good governance and trust on fellow leaders.

Mr Kenyatta left the country yesterday for the status conference at the International Criminal Court in The Hague where he has been charged with offences related to the 2008 post-election violence in which more than 1300 people were killed. The Kenyan leader on Monday ceded power to his deputy, who will act as president for the two days that he will be at the ICC.

In their reaction, University of Dar es Salaam’s Prof Kitila Mkumbo said Kenyatta’s move was positive. “He has shown the world that regardless of the powers as Head of State, he still respects the rule of law,” he said. He added that it sets a good precedent among African leaders, especially when it comes to power struggles.

The Legal and Human Rights Centre (LHRC) executive diorector, Dr Hellen Kijo-Bisimba, applauded Mr Kenyatta saying very few African leaders would dare to cede power to their subordinates, even when their Constitutions required them to do so.

Dr Bisimba added that President Kenyatta has shown high integrity by respecting Kenya’s constitution. “He has also saved the African Union from shame,” she said.

In Arusha, the EAC secretariat was quiet over the development but some analysts cautioned that the matter should not be taken lightly.

“As president, Kenyatta is a member of an apex body for decision-making on crucial matters in the region. So his presence and full participation is vital”, said Mr Simon Mapolu, a business analysts based in the city.

Officials of the Community reached declined to comment officially although scores of them were keenly following the issue in the electronic and print media.

When Kenyatta appeared to be winning the March 4,2013 General Election, the same officials admitted that his election would pose “some challenges” to the Community because it would be the first time a serving EAC president would go for trial in a world court.

“The EAC’s position on this matter is clear and was given last year by the African Union (AU). African countries are against trials for serving heads of state at the ICC”, said a senior official on condition of anonymity.
