Under Mwinyi we had a humble leader with a strong spiritual anchor. He is the President that oversaw the early liberalizations of the Tanzanian economy. I remember buying my first brand new Belgium made dress shoes in Dar es Salaam in 1985. It was a great shoe and these were things we were not used to and really missed under Nyerere. During the first phase only the President had the luxury to wear Bally brand shoes and watch satellite TV. The rest of us had to go without but he was the President, that was the excuse, I suppose.
Mwinyi revived in Tanzanians the entrepreneurial spirit and the Government really traded with the private sector in all areas. A class of rich Tanzanians started to emerge in numbers and this was good for most of us.
The biggest problem I had with Mwinyi is his reckless abandon of the Code of Leadership under the Arusha Declaration. This is where the rot of entry of business people into politics started and continued for a number of years. A lot of retirees during this phase started some businesses and consultancy firms, including some still in public service. Many of these survived but only for a while but eventually most were not sustainable and met their deaths. It was an era of big business that really thrived and our problems with tax collections started during this phase. Nyerere spoke against this but there was nobody to listen at that time.
During this phase cash was king and this was when Kariakoo, Gerezani and Kisutu began the high-rise property boom that we welcome and see today.
On balance ordinary Tanzanians started to have belief in government and my take is ‘Mzee Mwinyi did not drop the ball’ and he did not create enemies.
